Special District ballots ready for mailing
Ballots will arrive soon, if
they’re not already in your mail-
box for the May 15, 2007, Spe-
cial Districts Election. Voters
will decide who they want to
have on school boards, fire dis-
trict boards and other special
districts.
Most positions have only
one candidate, but some, par-
ticularly in the Jewell School
District, will present choices. A
few vacancies may be filled by
write-in votes, otherwise the
position will be filled by appoint-
ment. Here is a round-up of
candidates in The Independent
circulation area.

is now known as the ACCJT
National Canine Standards and
Grant Program.
Sgt. Kay also assisted in the
development of the ACCJT
“Active Shooter Instructor De-
velopment Program” which
teaches small law enforcement
agencies how to effectively re-
spond and stop the threat in an
active shooter situation.
Sgt. Kay was also recog-
nized for his work in develop-
ment and mentoring of depart-
mental instructors from around
the Northwest as a Survival
Skills instructor, Defensive Tac-
tics instructor and continued
development of the National
CARES program, which in-
cludes a Women’s Self-De-
fense Program.
Sgt. Kay was promoted to
Assistant Director of the AC-
CJT after a vote of the National
Council. Sgt. Kay is responsi-

ington and Oregon. Director
Webb described Sgt. Kay as
one of the top law enforcement
trainers he has worked with.
Director Webb is a 22-year
law enforcement trainer, former
director of the Montana Public
Safety Academy and is now
captain at the Oregon Depart-
ment of Public Safety Training
Academy. Webb is considered
a national expert in Law En-
forcement Practices, Use of
Force and Training.
The American Council on
Criminal Justice Training is a
national non-profit organization
with over 3300 members. They
currently provide training and
program development for near-
ly all Oregon law enforcement
organizations, plus organiza-
tions in Washington, California,
Arizona, Nevada, Idaho and
Montana.
