citizen planners
Board of Forestry schedules multi-purpose meeting
The Oregon Board of
Forestry will discuss prelimi-
nary work on a vision for the
role and contributions of feder-
al forestlands in Oregon at its
March 7 meeting in Salem.
Other subjects before the
board will include conserving
coastal salmon runs, managing
smoke from controlled forest-
land burning, and measuring
the benefits that state-man-
aged forests produce.
Key agenda items include:
Federal Forestlands Adviso-
ry Committee – The board will
meet with members of its Fed-
eral Forestlands Advisory Com-
mittee, which was formed re-
cently to assist in fulfilling Gov.
Kulongoski’s charge to “create
a unified vision of how federal
lands should contribute” to the
sustainability of Oregon’s for-
ests. Of the 28.5 million acres
of forest in the state, about 60
percent are managed by the
federal government. For more

Smoke management rules –
Dept. of Forestry Fire Program
staff will present proposed rule
changes to the Oregon Smoke
Management Plan. At its Janu-
ary 3 meeting, the board ex-
pressed concern over some of
the draft rule changes, includ-
ing criteria for designating ar-
eas considered particularly
sensitive to the intrusion of
smoke from logging slash.
Coastal salmon runs – Pri-
vate Forests Program staff will
give a briefing on a new strate-
gy to conserve coastal coho
salmon runs. Forest landowner
representatives, the depart-
ment and the public took part in
the planning process. The plan,
to be presented to the Oregon
Fish & Wildlife Commission for
adoption on March 17, seeks to
conserve and restore coho
populations.
State forests performance
measures – The board will con-
tinue its discussion of perform-
ance measures for evaluating
the management of state
forestlands, and will consider a
proposed final package of per-
formance measures for adop-
tion. The department has draft-
ed a range of measures de-
signed to help the board deter-
mine over time if these public
lands are providing appropriate
environmental, social and eco-
nomic outcomes.
Elliott State Forest plans –
State Forests Program staff will
present a status report on the
draft revised Elliott State Forest
Management Plan and the draft
Habitat Conservation Plan for
the Elliott. The former will guide
managers of the 93,000-acre
forest northeast of Coos Bay in
maintaining a sustainable,

mon School Fund, while provid-
ing for fish and wildlife habitat.
The meeting will begin at
8:00 a.m. at ODF headquar-
ters, in the Tillamook Room,
Bldg. C, 2600 State St. The
meeting is public, and com-
ments will be received on
forestry-related items not in-
cluded in the agenda between

The Columbia County Board
of Commissioners is soliciting
applications from county citi-
zens who are interested in
serving on the nine member
Planning Commission, or to fill
vacancies as alternate mem-
bers. Representation is need-
ed for the areas of Scappoose,
Clatskanie and the north coun-
ty Rainier, but all applicants will
be considered.
Meetings are held on the
first Monday of each month
with agenda items and infor-
mation packets mailed to
members one week in ad-
vance. Training seminars are
available.
