Notice of Opening for
City Council Position
(Plans examination may be performed
away from City Hall, but many other
functions will remain in the City.)
SECTION 1: BACKGROUND
The City is seeking technical servic-
es in the area of building department
administration.
Location: Vernonia City is located
43 miles northwest of Portland, Oregon
Population: 2260
The workload in the building depart-
ment varies greatly on an annual basis.
The variable nature of the workload
does not justify the addition of a full-
time, or even a part-time employee.
The most efficient and economical ap-
proach to deal with the unpredictable
fluctuations in work is to have a firm
available to perform plan reviews and
inspections.
GENERAL:
The term of this agreement is nego-
tiable; however, the City will not enter
into an agreement for less than one
y e a r. The City may terminate any
agreement by providing 30 days notice
to cease using the services provided.
SECTION II: SCOPE OF SER-
VICES
BUILDING INSPECTION:
1. Proposer will be responsible for
providing administrative services of a
building department. These services in-
clude, but are not limited to, investiga-
tive services leading to and including
condemnation. Proposer will investi-
gate complaints of occupancy deficien-
cy and enforce the Building Codes as
adopted and amended by the State of
Oregon. Proposer will be responsible
for maintaining all necessary reports
and operating documents to maintain a
building inspection program through
the State of Oregon.
2. Proposer will be required to en-
force City’s codes and ordinances, as
they may be more stringent than State
code requires.
3. Proposer will provide inspection
services on structures including, but
not limited to, A-level structural, A-level
Plumbing, A-level Mechanical A-level
Electrical, one and two family structur-
al, mechanical, plumbing, and electri-
cal, RV parks and Manufactured home
parks.
4. Proposer will be the primary
source of technical assistance to the
City Administrator, City Recorder, Cus-
tomer Service Manager, City Planner,
City Engineer, Council and Planning
Commission as may be designated by
the City.
5. Proposer will participate in pre-
construction conferences as directed
by the City designee and will be avail-
able to efficiently perfect the inspection
requirements.
6. The proposer must demonstrate
the applicable technical knowledge and
experience related to administration, in-
spection and plan review services and
must possess:
• State of Oregon Building Official
certification
• State of Oregon Manufactured
Parks certification
• State of Oregon RV parks certifi-
cation
• State of Oregon One and Two
Family Plan Review certification
• State of Oregon One and Two
Family structural inspection certification
• State of Oregon One and Two
Family mechanical inspection certifica-
tion
• State of Oregon One and Two
Family plumbing inspection certification
• State of Oregon One and Two
Family electrical inspection certification
• A-level Structural inspector certifi-
cation
• A-level Mechanical inspector certi-
fication
• A-level Plan Review certification
• A-level Plumbing inspection certi-
fication
• A-level Electrical inspection certifi-
cation
• State of Oregon Manufactured
Home inspection certification
• Fire & Life Safety Plan Review
certification
• Valid Oregon drivers license
• State of Oregon license for Plan
Review and Inspection Business

PLAN REVIEW:
The selected proposer(s) shall enter
into an agreement with the City to pro-
vide plan review services for residential
and commercial plans under the State
of Oregon Building Code, as follows:
1. Provisions shall be identified for
obtaining plans for review within 48
hours of receipt of a request from the
designated department.
2. Performing plan reviews for
structural design and fire life safety
code compliance with the current edi-
tions of the following:
• State of Oregon Structural Spe-
cialty Code
• State of Oregon Residential Spe-
cialty Code
• State of Oregon Plumbing Spe-
cialty Code
• State of Oregon Electrical Spe-
cialty Code
• RV and Manufactured Dwelling
and Park Specialty Code
3. Identifying deficiencies and clear-
ly noting each separately, including ref-
erenced code sections. Providing a list
of corrections required prior to approval
and issuance of a permit. Providing an
initial plan review on one and two fami-
ly dwellings within five (5) working days
of the time they were picked up.
Providing initial plan review for all
other development within ten (10) work-
ing days from the date the plans were
picked up, or as approved by the City’s
designee.
4. Codes, statues and rules define
the scope of plan review.
SECTION III: PROPOSER RE-
QUIREMENTS
The proposer must demonstrate the
following:
• Ability to effectively communicate
both written and orally with the general
public, contractors, City staff and elect-
ed officials.
• Ability to respond to multiple re-
quests for service, and to schedule ef-
fectively to accommodate requests.
• Possession of field communica-
tion equipment such as pager and cel-
lular phone.
SECTION IV: PROPOSAL S U B-
MITTAL REQUIREMENTS
Each responsible proposer shall, at
a minimum, address the following mini-
mum qualifications:
1. The proposer is or has staff cur-
rently certified by the State of Oregon,
Building Codes Division, to perform the
scope of work as identified in
Section II.
2. The proposer is or has staff cur-
rently licensed by the State of Oregon
as a civil or structural engineer.
3. The proposer is or has staff which
has a minimum of three (3) years expe-
rience working for a jurisdiction with
substantial experience in plans review
of residential and commercial occupan-
cies.
A. Has a minimum of three (3) years
experience in the review of plans under
the State of Oregon Building Code.
4. The proposer has adequate
transportation to provide the service
described in Section II, and maintain
space, equipment and facilities in
which to perform the work in a profes-
sion manner.
5. A successful proposer shall be re-
quired to enter into an agreement with
the City to provide the said services.
6. The proposer shall comply with
the items outlined in Section II, Scope
of Service.
7. The proposer must meet all re-
quirements of Oregon Revised
Statutes, Chapter 279 relating to per-
sonal services contracts.
8. PROPOSALS not meeting these
requirements may be rejected if, in the
City’s opinion, such rejection is in the
best interest of the City.
9. It is intent of the City to make a
selection from the PROPOSALS sub-
mitted. However, more information may
be requested if two or more PROPOS-
ALS appear to be equally qualified.
10. All questions concerning the
PROPOSALS or scope of work should

11. Ten (10) copies of the PROPOS-
AL should be submitted no later that
2:00 p.m. on December 22, 2005 to:

be appointed by a majority vote of the
city council. All necessary forms may
be picked up at Vernonia City Hall at
1001 Bridge St. or you can request a
packet by mailed to you. If you are in-

Letters of Interest from those qualified
and interested in acting as County Sur-
veyor for Columbia County until the
May 2006 elections.
ORS 204.016 provides that in order
to be considered for the interim position
the applicant must be a citizen of the
United States, elector under the Ore-
gon Constitution, a resident of Colum-
bia County for one year prior to the May
16, 2006 election, and an Oregon reg-
istered professional land surveyor.
