Page 12 The INDEPENDENT, October 6, 2005 City Council looks at paving, vandalism, and Eagle Scout project Public Works Superinten- dent Tim Grossnickle reported to the Banks City Council, at their September 13 meeting, that bids are being sought for paving the library parking lot, Market Street and the public works building parking area. Bids will be opened September 20 and a contract may be pre- sented at the next council meeting. Grossnickle is also seeking design/build proposals for improvements needed for Well Two. He also noted that the cutting and sale of timber in the watershed is complete and that the city made $250,000, which is $50,000 more than es- timated. Deputy Jim Berning reported that vandalism has been on the rise in the area and he is taking steps to stop it. He said that he is investigating all vandalism, whether it is called in or he no- tices it himself. He also stated that he is no longer giving warnings but moving straight to arrests. Dallon Hamilton, a 14 year old Boy Scout from Troop 581, appeared before council to pro- pose working on the log cabin as his Eagle Scout project. His proposal included repairing or replacing the caulking, and re- moving the moss from the roof. Hamilton said he had a roofer look at the building and was told that the roof just needs to be cleaned, not repaired. He also asked council what type of caulking was used previously to see if it was still under war- ranty. Council replied that they will look for that information. They also asked Hamilton to return with a proposal specifying what work would be done and how it would be done to preserve the building and Hamilton’s safety. Mayor Mike Lyda noted that the restoration work done five years ago was done by a log cabin expert and that care was needed to be sure to protect this historic building. Council authorized Lyda to sign a zoning application to Washington County being filed on behalf of T-Mobile to install cell antennas on the water tow- er. Signing the application is not the same as granting ap- proval of the project, as a lease would still need to be reached and T-Mobile may have to pur- sue their own right-of-way easement agreements. A letter from several resi- dents of Groveshire Avenue re- quested that the intersection of Groveshire and Oak Way and Groveshire and Buckshire be changed from two-way stops to four-way stops. After discus- sion, council will look at possi- ble alternatives, have Deputy Berning keep an eye on the area, and ask the citizens to appear before council and ex- plain why they think more stop signs would be beneficial. Council again reviewed lan- guage for the proposed Chron- ic Nuisance Ordinance. A first reading should take place next council meeting.
