has been repeatedly cited for
noncompliance.
COPS Grant repayment
The repayment of COPS
funds continues to be an issue.
Lucas sent a letter to the US

Air Force Airman Caleb B.
Powell has graduated from ba-
sic military training at Lackland
Air Force Base, San Antonio,
Texas.
During six weeks of training,
he studied the Air Force mis-
sion, organization, military cus-
toms and courtesies; per-
formed drills and marches, re-
ceived physical training, rifle
marksmanship, and special
training in human relations.
Airmen who complete basic
training earn credits toward an
associate degree through the
Community College of the Air
Force.
Powell, the son of James
and Toni Powell of Banks, is a
2004 graduate of Banks High
School.
$58,819.78 would cause the
City of Banks, noting that insuf-
ficient time was allowed to
study the validity of the debt,
and protesting that seven years
had elapsed between the dis-
bursal of the grant and the find-
ing of noncompliance. Lucas
pointed out that the COPS
manual states that audit re-
ports are due no later than nine
months after the close of the
fiscal year and COPS financial
records need to be kept for only
three years after the audit date.
Rep. David Wu also wrote,
stressing that the money had
been spent on community po-
lice services, even if not in the
precise manner the grant dic-
tated, and asking that repay-
ment be waived.
Public Works
A plan is underway for
repaving the parking lot shared
by public works, the library and
Dayspring Fellowship Church.
A maintenance agreement for
the lot is also needed. Pastor
Skip Hiney noted that usage
has changed and suggested
that any new agreement ad-
dress the change
