Sunday, April 24, 2005: Wheeler, South
Lousignont, Camp 5, Ellis, Section 10,
Firebreak #2, Nofo, North Fork, Wolf
Creek, McGregor, Music and Pittsburg
(west of Schaffer) roads. Intersections
with these roads may be monitored by
event marshals. Do not cross any post-
ed banner tape. Trask County Park and
Trask Store sites will act as the service
locations for the day and will be closed
to other recreational activities. Trask
River county road and lower Toll Road
will remain open and used by event staff
and spectators. Other forest roads re-
maining open through the area include
Coast Range, Boundary, Headquarters,
North Fork, East Fork, and South Fork
Trask roads, as well as Toll Road off of
ODF lands. Forest roads through the
Salmonberry area remaining open in-
clude Cochran, Shields, Rock Creek
Ridge, and Salmonberry roads. Access
to Reehers Camp, Cochran and Camp 9
will remain open.
Non-gated forest roads through the
Pittsburg area of central Columbia
County remaining open include Schaffer
and Alder Creek roads. Karth and
Bunker Hill roads will be closed at their
terminus with Pittsburg Rd .
of G Street are scheduled for May 5,
2005 at 7:00 p.m. before the Vernonia
Planning Commission and May 16,
2005 at 7:00 p.m. before the Vernonia
City Council in the Council Chambers
of City Hall, 1001 Bridge Street, Ver-
nonia Oregon. The proposed area to be
vacated is described as follows: That
60 x 100 foot portion of 2nd Street in
Second Addition to Vernonia in the City
of Vernonia, Columbia County, lying
North of G Street between lot 1, Block
17 and lot 6, Block 16 of said Second
Addition.
This public hearing is governed by
Vernonia Ordinance 711 and ORS
271.005 through 271.170. Vacation
proceedings were initiated by petition
of James and Kathy Morrison pursuant
to ORS 271.080 on March 29, 2005. A
staff report will be available to be
copied for a nominal fee. All issues
must be raised in the first public hear-
ing to be held before Planning Commis-
sion May 5, 2005, and discussion at the
May 16 public hearing before City
Council will be based on issues pre-
sented at the first public hearing. Fail-
ure to raise an issue in a hearing, in
person or by letter to provide state-
ments or evidence sufficient to afford
the decision-maker an opportunity to
respond to the issue precludes appeal
based on that issue. Public testimony is
welcome, and written statements will
be received before the hearing by 5:00
p.m. the date of the hearing. For more

NOTICE IS HEREBY GIVEN that on
May 2, 2005, the Vernonia City Council
will hold a public hearing at 7:00 p.m. at
City Hall, 1001 Bridge Street, Vernonia,
to consider adoption of amendments to
the City of Vernonia’s new Public Con-
tracting Regulations. The provisions of
Vernonia Public Contracting Ordinance
(Ordinance) are consistent with the pro-
visions of ORS Chapters 279A, 279B
and 279 C (the “Oregon Public Contract-
ing Code”), which became effective on
March 1, 2005. The Vernonia City Coun-
cil intends, by adopting the Ordinance to
repeal and replace all of the Vernonia
public contracting regulations adopted
under former law and to amend, replace
and restate all public contracting regula-
tions.
The proposed Public Contract Regu-
lations contain provisions creating spe-
cial procurement methods for classes of
contracts under ORS 279B.085 and ex-
emptions from competitive bidding for
classes of public improvement contracts
under ORS 279C.335. At the hearing,
the City Council will consider the find-
ings that support the classes of special
procurements and class exemptions.
The Vernonia Public Contracting Ordi-
nance and the findings supporting the

Notice of Road Closures
With the permission of Oregon De-
partment of Forestry, Tillamook and Co-
lumbia Counties, the following forest
roads in the Trask area will be closed for
the running of a motorsports event on
the day of Saturday, April 23, 2005:
Township, Steampot, Murphy Camp,
Hembre Ridge, Trask Cutoff, and Bob-
cat Cutoff, Bark Shanty, Bales Creek,
Murphy Grade, Toll (within Tillamook
SF), Kansas Creek and Miller roads.
Forest roads in the Timber and Ver-
nonia areas will be closed for the day of

Notice of Public Hearing
Notice is hereby given that the Board
of County Commissioners will hold a
public hearing on Wednesday, May 11,
2005, at or after 10:00 a.m. in the Com-
missioners Meeting Room, Room 308 of
the Columbia County Courthouse in St.
Helens, Oregon.
The purpose of the hearing is to hear
testimony to aid the Board in determin-
ing whether it is necessary, expedient or
in the best interests of the County to sur-
render jurisdiction over the following
roads to the City of Vernonia:
All of Clara Cleveland County Road
No. P-158 (commonly known as Rose
Avenue) located within the city limits of
Vernonia, Columbia County, Oregon.
Said city limits currently extend to the

Obituary
EDWARD PLATO LEAVITT
Edward Plato “Grandpa Ed” Leavitt,
82, Banks, died March 30, 2005.
Graveside services were held April 4 in
Willamette National Cemetery in Port-
land. A memorial service was held April
9 at Hillsboro Presbyterian Church.
Mr. Leavitt was born May 14, 1922,
in Newport, Washington, to Byron and
Meta Plato Leavitt. He was raised in
Newport and attended the University of
Idaho. He served in the U.S. Navy dur-
ing World War II.
In 1946, he married Maxine Weholt.
They made their home in Seattle and
Des Moines, Wash., until moving to
Banks in 1999. He worked as a buyer
for Boeing for 36 years, retiring in 1989.
He was preceded in death by his
wife and two brothers, Elton and

Donald.
Survivors include a son, Chris of
Puyallup,Wash.; a daughter, Julie Ack-
elson of Banks; a sister, Margaret Fish-
er of Yuma, Arizona; five grandchildren.

MARY CHRISTINE MINIELLY
Mary Christine Minielly, 92, Forest
Grove, died March 24, 2005. Private
family services will be held.
Mrs. Minielly was born September
11, 1912, in Burns, to Edgar and Pauli-
na Klitzie Koenemann. She was raised
in Burns.
In 1935, she married Deward Bost-
wick. They lived in Portland and di-
vorced in 1954. In 1960 she married
George Minielly. They made their home
in Portland. She recently moved to For-
est Grove. She was a homemaker and
owned and operated Bostwick Beauty

She was preceded in death by her

JEAN MARIE LYDA NORDHOLM
Jean Marie Lyda Nordholm, 65, of
the Kansas City district, near Banks,
died March 29, 2005. Funeral services
were held April 2 at St. Francis of Assisi
Catholic Church in Roy.
Mrs. Nordholm was born May 29,
1939, in Forest Grove, to Vernon E.
and Louine B. Love Lyda. She graduat-
ed from Banks High School in 1957 as
co-valedictorian with her twin sister,
then graduated from Phagan’s Beauty
School in Portland in 1959.
In 1959, she married Donald Allen
Nordholm in a double wedding with her
twin sister and her husband. She
worked at Mildred E. Scott Beauty

1975. She worked at Hull’s Pharmacy
starting in 1981, then at Fred Meyer
Pharmacy in Cornelius until retiring in
2001. She was one of the founders of
the Banks Community Auction.
Survivors include her husband; a
son, Douglas A. of Forest Grove; a
daughter, Tamara J. Ewing of La Pine;
her mother of Forest Grove; a brother,
Donald V. Lyda of Forest Grove; her
twin sister, Joyce A. Morris of McMin-
nville; five grandchildren; nieces and
nephews.

RUBY VIOLA ROLFE
Ruby Viola Rolfe, 67, Bend, died
March 15, 2005. Memorial services
were held April 9 in Tualatin Plains
Presbyterian Church (Old Scotch
Church).
Mrs. Rolfe was born March 19,
1937, in Jim Falls, Wisconsin. Her
maiden name was Andrus. She moved
with her family to Vernonia in the 1940s
and was raised there and in St. Helens.
In 1958, she married Marlin Rolfe.
They made their home in Banks from
1974 to 1987. She lived in the Hills-
boro-Beaverton area from 1987 until
moving to Bend in 2004. She worked
for Hughes Air West and as a supervi-
sor at Tektronix before retiring. She was
named Queen for a Day in 1960 on the
television show.
She was preceded in death by her
husband.
Survivors include four sons, Mike
Gaston, David Rolfe, Patrick Rolfe and
Steven Rolfe; four daughters, Susie
Burzonick, Marla Moran, Debi Harvey
and Diana Ball; her twin sister, Ruth
Eivers; 14 grandchildren and five great-
grandchildren.
Remembrances are suggested to
Hospice of Bend-La Pine.

DAVID EUGENE SHUMAKER
David Eugene “Gene” Shumaker,
70, Manning, died April 18, 2005. A cel-
ebration of life will be held Saturday,
April 23 form 2 to 6 p.m. at the Tijeri-
na/Shumaker Family Home in Man-
ning. Private interment will be held.
Mr. Shumaker was born October 9,
1934, in Wetumka, Oklahoma, to Os-
age James and Etta May (Gipson) Shu-
maker. He was raised in Wetumka.
In 1954, he married Peggy J. Lewis.
They made their home in Oklahoma,
Texas, California, Washington, Nevada
and moved to Forest Grove in 1969.
They later divorced. He had lived in
Manning for nine years. He worked as
an automotive mechanic and in con-
crete and construction, co-owning and
operating “To the T” Construction Com-
pany until retiring in 2001.
He was preceded in death by four
brothers, Ledford, Burle, Roy and Jim;
and four sisters, Irma, Ona, Nona, and
Yonnie.
Survivors include his companion,
Marie V. Lewis of Beaverton; four sons,
Earon E., Bobby J., and Allen R., all of
Banks, and Shane H. of Forest Grove;
three daughters; Debra J. Tijerina of
Manning, Lelia J. Littleton of Banks,
and Angela M. Beltran of Cornelius; 16
grandchildren; seven great-grandchil-
dren; nieces and nephews.
