in the Council Chambers of City Hall,
1001 Bridge Street, Vernonia, Oregon,
to consider a variance submitted by the
Vernonia School District from the park
ing provisions and maximum building
length provisions of Vernonia Ordi
nance 711 and consideration of expan
sion of a conditional use permit to con
struct a 16,000 square foot Middle
School with a future Phase Two 5,600
square foot gymnasium at the Vernon
ia 4-J School District property located
at 475 Bridge Street on Tax Lot #4404-
031-00100. A copy of the applications
are available for inspection at Vernonia
City Hall, and may be copied for a nom
inal fee.
The Public Hearing is governed by
Sections 3.020, 4.050, and Articles 6,
8, and 10 of Vernonia Ordinance 711. A
staff report will be available to the pub
lic at City Hall one week before the
hearing, and may be copied for a nom
inal fee. Failure to raise an issue in a
hearing, in person or by letter or failure
to provide statements or evidence suf
ficient to afford the decision-maker an
opportunity to respond to the issue pre
cludes appeal to the board based on
that issue. Public testimony is wel
come, and written statements will also
be received before the hearing. For ad

at the offices of the owners representa
tive at the address given above.
The work consists of the design and
construction of an approximately 20,000
square foot new pre-engineered metal,
fully enclosed and conditioned one-story
four classrooms, office, and cafeteria
building as Phase One of a New Middle
School. The building is to be fully insu
lated with sheet metal roof and siding.
The proposal is to include: all associat
ed accessories including but not lim ite d

to flashing, trim and closures; insulated
steel man doors and frames including
hardware; storefront entry doors manu
factured by other than the metal building
manufacturer; framed openings de
signed to accept specified windows; gut
ters and downspouts; vinyl windows not
provided by the metal building manufac
turer, to be provided and installed by the
contractor; installation of electrical serv
ice, lighting, telecommunications, water,
gas and sewer service as shown in the
proposal documents described below;
installation of gas unit heaters; site work
including clearing, grading, paving and
installation of utilities; and landscaping
and lawn installation including planting
of trees and shrubbery and installation
of lawn (no irrigation system).
The DBC firms responding to this
RFP will be evaluated based upon qual
ifications, prior experience, proposed
approach (including schedule and plan
for completing the work); schematic de
sign fee, and any other evaluation crite
ria identified in this procurement.
A MANDATORY Pre-Proposal Con
ference will be held on January 13, 2005
at 2:00 p.m. at the School District Office,

such objections or comments must be
received at least six (6) working days
before the closing date for proposals.
This contract is for a public work
subject to ORS 279.348 to 279.380 (the
Oregon Prevailing Wage Rate Law). If
the contract amount is over $25,000.00,
BOLI wage rates will be applicable to
this project. The wage rates are includ
ed in the proposal documents which are
available as noted above.
No proposal for a construction con
tract shall be received or considered by
the public contracting agency unless the
bidder is licensed by the Construction
Contractors Board of the State of Ore-
qon as required by ORS 701.035 and
701.055.
The Vernonia School District re
serves the right to reject any or all pro
posals, to waive formalities, to add to
the price proposed by any nonresident
an increase equal to the percent prefer
ence that the non-resident’s home state
would give its in-state bidders, and to
postpone the award of the contract for
thirty (30) days. All proposals and all
prices quoted in proposals shall be firm
for a period of thirty (30) days after the
closing date for proposals.
