The proposed area to be vacated is described as follows: That portion of Oklahoma Avenue in First Addition to Oregon American Subdivision in the City of Vernonia lying East of the center of Idaho Avenue (a.k.a. Missouri) and West of Lot 6, Block 10. This public hearing is governed by Vernonia Ordinance 711 and ORS 271.005 through 271.170. Vacation proceedings were initiated by the City of Vernonia pursuant to ORS 271.130 on August 16, 2004. A staff report will be available to be copied for a nominal fee. All new issues must have been raised in the first public hearing held before Planning Commission September 2, 2004. No new issues may be introduced at the meeting before City Council October 4, 2004, and discussion will be based on infor- mation presented at the first public hearing. Failure to raise an issue in a hearing, in person or by letter to pro- vide statements or evidence sufficient to afford the decision-maker an oppor- tunity to respond to the issue precludes appeal based on that issue.
