turnout, further reductions in li-
brary services would begin in
July 2004. These would likely
include reductions in library op-
erating hours, staffing levels,
purchase of books and other
materials, and elimination of
some existing library programs
and services.
Without
additional
re-
sources, countywide funding
would be about equal to what it
was four years. The levy is a
property tax rate of 26¢ per
$1000 of assessed valuation,
which would add $43 to a typi-
cal homeowner’s tax bill in
2004. This assumes an aver-
age home assessment (not
market value) of $165,000.
