TONY PIPLIC
Tony Piplic, 88, Portland, died De-
cember 10, 2003. A private service has
been held.
Mr. Piplic was born December 10,
1915, in Portland. He was raised in
Jewell and served in the Air Force. He
returned to Portland in 1963.
He owned a transportation busi-
ness, which included logging trucks
and car transports.
Survivors include a son, Mark; a
brother, Henry Konich, two sisters,
Mary Wiese and Patty Hanthorn; three
grandchildren.
Remembrances are suggested to a
charity of choice.
CHARLES WILLIAM BRANDL
Charles William Brandl, 94, Banks,
died December 25, 2003. A graveside
service was held December 29 in Val-
ley Memorial Park in Hillsboro.
Mr. Brandl was born May 4, 1909, in
Pittsburgh. He lived in Nashville for 20
years, moving to Beaverton and Hills-
boro and then to Banks in 2000.
In 1939, He married Clara Speake.
He was an ironworker with Local 516.
He was preceded in death by his
wife.
Survivors include two daughters,
Sara Schlottmann and Doris Nodlan;
seven grandchildren; 19 great-grand-
children; nine great-great-grandchildren.
Remembrances are suggested to a
charity of choice.
JAMES C. “JIM” JOHNSON
James Chris “Jim” Johnson, 75,
Forest Grove, died December 28,
2003. Private interment will be held.
Mr. Johnson was born March 6,
1928, in Tacoma, Washington, to Eulas
and Anna (Dunn) Johnson. He was
grew up in the Tacoma area.
He served in the U.S. Navy during
World War II, the Korean Conflict and
Vietnam.
In 1957, he married Mickey Hall. Af-
ter he retired from the Navy in 1965,
they moved to Vernonia. He worked for
West Oregon Electric as a groundsman
until he retired in 1989. In 1996, they
moved to Forest Grove.
He was preceded in death by two

Leona May Logu, 91, Portland, died
December 19, 2003.
Mrs. Logu was born June 4, 1912,
in Birkenfeld. Her maiden name was
Carl.
She served in the Coast Guard dur-
ing World War II, moving to Portland af-
ter the war. She owned Virginia Lee
Beauty Salon in Portland.
In 1951, whe married Millard W.
Logu. She was preceded in death by
her husband.
Survivors include nieces and
nephews.
Remembrances are suggested to
the Washougal, Wash., Chapter of the

MARY JEAN HEGNEY
Mary Jean Hegney, 66, Forest
Grove, died December 11, 2003. Fu-
neral services were held December 16
in Forest Grove with the Rev. C. Eu-
gene Sabin, retired, officiating. Inter-
ment was at Forest View Cemetery in
Forest Grove.
Mrs. Hegney was born July 28,
1937, in Vernonia to Curtis and Evelyn
(Forquer) Haskew. The family moved to
Gaston when she was a young girl. She
graduated from Gaston High School.
In 1954, she married Bennie E.
Hegney. They made their home in For-
est Grove. She worked at Tektronix for
18 years and at Merix for eight years
until she retired.
Survivors include her husband; a
son, Jeffrey of Yacolt, Wash.; two
daughters, Jenny Fletcher of Port Or-
chard, Wash., and Joyce Reese of Eu-
gene; three brothers, Curtis of Seattle,
Michael of California and David of Cor-
nelius; a sister, Barbara Haskew of
Salem; six granchildren; six great-
grandchildren; nieces and nephews.

Mr. Baughman was born in Orenco
on March 23, 1949 to Donald and Na-
dine (Hamblet) Baughman. When he
was 12, the family moved and he lived
in both Gales Creek and Banks, where
he completed his education.
He served in the U.S. Army from
1968 to 1970. He worked in construc-
tion at Bromley Construction.
In November 2003, he married Pa-
tricia Richy.
Survivors include his wife; a step-
son, Justin Richy; a brother, Don of
Hillsboro; four sisters, Gayle Wright of
Gaston, Terri Porter of Idaho Falls, Ida-
ho, Kathy Baughman of Cornelius and
Susi Herb of Sacramento, Calif.

JAMES M. SEAVEY
James Morgan Seavey, 59, Buxton,
died December 18, 2003. A Celebration
of Life was held December 22 at the
Buxton Assembley of God Church, with
Pastor Steven Gallaher, officiating. Pri-
vate interment will be held.
Mr. Seavey was born July 20, 1944,
in Springfield to Alexander and Irene
(Mount) Seavey. In his late teens, the
family moved to Forest Grove, where
he graduated from high school.
He served in the Oregon National
Guard.
In 1990, he married Judy D. Peace.
They made their home in Buxton. He
worked as a logger, mechanic, and in
construction.
He was preceded in death by a
brother, Alexander.
Survivors include his wife; two sons,
Michael and Bob, both of Gaston; two
daughters, Kathlene Smith and Cheryl
McCormick, both of Buxton; numerous
grandchildren, nieces and nephews.

Ms. Collins was born July 14, 1945,
in Gore, Oklahoma, to William and
Sylvia (Presley) Cowens. The family
moved to Buxton when she was a
young girl. She was educated in Buxton
and Banks.
In 1963, she married Alvin L. Bo-
gosian. They later divorced. She lived
in Hillsboro and Beaverton before re-
turning to Banks in 2001.
She was preceded in death by a
brother, Bruce Cowens.
Survivors include three daughters,
Shelly Bogosian of Hillsboro, Bobbi
Steuwer of Banks, and Holly Roofener
of Gaston; two sons, Kelly of Las Vegas
and Jody of Hillsboro; three sisters,
Dorothy Davis of North Plains, Billie
“Kay” Cowens of Portland, and Bonnie
Cowens of Roseburg; eleven grandchil-
dren; nieces and nephews.

WILFRED “BILL” BOWDEN
Wilfred “Bill” Bowden, 85, Dallas,
died December 13, 2003. Services
were held December 19 in Dallas.
Mr. Bowden was born September
30, 1918, in Carbury, N.D., to Albert
and Elizabeth (Kuebler) Bowden. He
moved to Oregon in 1934 and served in
the U.S. Army during World War II.
In 1945, he married Violet Earl.
They moved to Banks in 1961. He
helped build the Banks Lumber Com-
pany mill, then worked in the mill as a
millwright until his retirement in 1994.
They moved to Dallas in 1994.
Survivors include his wife; two
daughters, Maureen Reed of Salem
and Diana Hand of Dallas; two broth-
ers, Walter of Dallas and Marvin of
Medford; three sisters, Leona Smith of
Dallas, Bertha Johnson of Salem and
Lydia Schneider of Devils Lake, N.D.;
seven grandchildren.

Public hearings are scheduled before
the Vernonia Planning Commission on
January 15, 2004, at 6:30 p.m. and before
the Vernonia City Council on January 19,
2004, at 6:30 p.m. in the Council Chambers
of City Hall, 1001 Bridge Street, Vernonia,
Oregon, to consider rezoning portions of
General Commercial and a few General
Residential properties to “Downtown Zone,”
a new zone created by the adoption of the
“Smart Development” Ordinance. The new
Downtown Zone would be located in the
heart of Vernonia’s business district and its
provisions would prevent future develop-
ment that would spoil the small town char-
acter of Vernonia’s Downtown. Property
owners with existing uses and structures
would not be required to make any
changes. The provisions will apply when
new structures are built, substantial addi-
tions are made, or new uses are proposed.
A copy of the Downtown Zone provisions of
the “Smart Development” Ordinance is
available for inspection at Vernonia City
Hall. A copy of the entire “Smart
Development” Ordinance also is available
for purchase at a cost of $3.20.
The public hearings are governed by
Vernonia Ordinance 711, ORS 197.763,
ORS 197.005, ORS 197.175, and Oregon
Statewide Land Use Goals 1, 2, 10 & 14
and OAR 660-025. A staff report will be
available to the public at City Hall one week
before the hearing, and may be copied for a
nominal fee. Failure to raise an issue in a
hearing, in person or by letter, or failure to
provide statements or evidence sufficient to
afford the decision-maker an opportunity to
respond to the issue precludes appeal to
the board based on that issue. Public testi-
mony is welcome, and written statements
will also be received before the hearing. For
additional information concerning the
“Smart Development” Ordinance, call Julie
