Grant for 9-1 -1 improvements
Columbia 9-1-1 Communi­
cations District has been
awarded a grant of $89,154 for
mobile data backbone equip­
ment to support public safety
services.
The data system will provide
an alternative to voice commu­
nications, access to reporting
formats, records management
systems and local/state/nation-
al computer databases - infor­
mation that area emergency
services agencies do not have
the ability to convey to a mobile
unit at the present time, except
through the spoken word. Mo­
bile data links also provide al­
ternative communications dur­
ing major incident overload on
a voice system.
The project is the second
phase of a countywide wireless
communications system up­
grade. Phase one is a mi­
crowave-supported system that
will allow all city and county
public safety agencies to com­
municate with each other.
Funding for the first phase,
$1.4 million, was secured by
Congressman David Wu and
Senators Wyden and Smith for
the 9-1-1 District. It will be ad­
ministered by the federal
COPS Grant Oversight Pro­
gram. Installation of Phase 1 is
expected to be complete the
first week of October.
Public safety agencies in
Columbia County, with St. He­
lens Police Department as the
grant applicant, are also seek­
ing grant funds for Phase 3,
which is estimated at $253,154.
To complete the project, an
additional $164,000 will be
needed for software licensing,
engineering, installation, train­
ing and implementation. Co­
lumbia 9-1-1 Communications
District has set aside this
amount in reserve for Fiscal
Year 2003-04.

July 6 - Bicycle reported stolen
from B St.
July 7 - Gregory Gordon
Wright, 38, Vernonia, warrant ar­
rest; taken to CCSO jail.
- Contacted owners of an open
well on Alder St; advised that it
needed to be covered.
July 8 - Malicious mischief to
three employee vehicles at Post
Office. Pictures and report taken.
- Investigated possible assault
on California St.; complaint was
unfounded. Advised suspect he
could be charged with criminal
trespass if he returned to property.
He said he would not return.
- Resident on 1st Ave. refused
to get ball that went into their yard.
Ongoing neighborhood problem.
July 9 - Resident threatened
neighbor on 1 st Ave with shooting.
No gun present. Report sent to DA.
- Trespass reported at vacant
residence on State Ave. Unknown
persons were removing items and
changing door lock and knob.
July 12 - Investigated family ar­
gument on Alder St.

tranged husband, John Peter
William Ogden, Salem, violated a
No Contact Order.
June 22 - Galen Lee Taylor re­
ported a theft on Timber Rd.; under
investigation.
June 26 - Kathy Joan Swank
reported an attempted break in at
her residence on 1st Ave. in Ver­
nonia.
- Criminal Mischief at logging
site off Hwy 47 near MP67, south
of Vernonia.
July 6 - Dispatch advised of 9-
1-1 hang up at Marion Johnston's
residence on Nehalem Hwy.
South, Vernonia; unfounded.
July 10 - Patricia Ogden, Ver­
nonia, reported phone harassment.

St. reported son missing. Police
believe son is with father, Frank
Heselton. National missing person
alert issued for son. Police also
seek whereabouts of father.
