Ruth M arie Urie W eed, 91, St. H e ­
lens, died M arch 23, 2003. G raveside
s e rvice s and in te rm e n t w ere held
M arch 26 in R ainier Cemetery, by P as­
tor G erry Etchison o f the First United
M ethodist Church.
Mrs. W eed w as born N ovem ber 9,
1911, to C lyde and Ethel Urie.
She m arried C hester W eed of Ver­
nonia. They lived in M yrtle Point and
owned and operated the Myrtle News
Stand.
Mrs. W eed was preceded in death
by her husband; a brother, Roy Urie;
two sisters, H azel Urie M cKee and Eva
Urie Steves.
Survivors include two sons, R obert
and Roger; two sisters, Alm a W eed and
Dorothy Jacobsen; tw o brothers, Gib
Urie and Ed Urie; seven grandchildren
and eight great grandchildren.
A N TH O N Y F. VANDEHEY
Anthony F. Vandehey, 94, Roy, died
April 21, 2003. Recitation of the rosary
was April 24 and a funeral m ass was
April 25 at St. Francis of Assisi Catholic
Church, with Rev. Scott Vandehey, cel­
ebrant. Interm ent was in St. Francis
Cemetery.
Mr Vandehey was born N ovem ber
23, 1908, a mile southw est o f Roy, to
C ornelius and C atherine VanDom elen
Vandehey. He grew up in Roy and a t­
tended St. Francis School. He worked
on the fam ily farm.
in 1935, he m arried M arcella G
Kalsch. They lived and farm ed in the
Roy/Verboort area. During the winter
m onths, he w orked on the SP&S Rail­
road and on the green chain for C arna­
tion Lum ber in Forest Grove. He also
w orked for Portland Prune C om pany in
Forest G rove and in the shipping de­
partm ent of Leupold and Stevens in
Beaverton. He retired in 1970.
Mr. Vandehey was a life-long m em ­
ber of St. Francis of Assisi Catholic
C hurch in Roy.
He w as preceded in death by a still­
born son in 1948 and 10 brothers and
sisters.
Survivors include his wife; seven
sons, G ary P. of Roy, Monte C. of
Salem, Rev. Scott Vandehey of Beaver­
ton, Spencer A. of M anning, Reed J. of
W arren, Philip A. of Verboort, and Tim ­
othy H. of North Plains; 24 grandchil­
dren; 22 great-grandchildren; num er­
ous nieces and nephews.

Banks, OR 97106.
Forest Grove Memorial Chapel was
in charge of arrangements.
ESTH ER J. ROGERS
E sther Jean Rogers, 67, Banks,
died April 24, 2003 A m em orial service
was held April 27 in Dayspring C hrist­
ian Fellow ship Church in Banks.
Ms. R ogers was born June 27,
1935, in Morganatown W.Va. In 1969,
she m oved to Beaverton and in 1993,
to Banks. She worked as a bus driver
for Tri-M et until retiring.
She was a m em ber of Dayspring
Christian Fellowship Church.
In 1956, she m arried T hom as
Waite; they later divorced.
Survivors include two sons, Ken
and Dan Waite; two daughters, Linda
Viozzi and Laura Johnson; a sister,
Ellen May Dorosh and five grandchil­
dren.
Remembrances are suggested to
Dayspring Christian Fellowship Church.
Am erican Burial was in charge of
arrangements.
Rem em brances are suggested to
the Am erican Diabetes Association.
KENNETH G. UNWIN SR.
Kenneth G. Unwin Sr., 71, died April
24, 2003. A funeral will be held May 2,
in Omega Funeral Home.
Mr. Unwin was born May 4, 1931, in
Utleyville, Colo. He graduated from the
College of Idaho and m oved to Port­
land in 1953. He received a m aster's
degree from the University of Portland.
He was principal at Vernonia Ele­
m entary School, taught high school
English and journalism and was an ac­
counting clerk for Oregon Health & Sci­
ences University for 17 years.
In 1954, he married Alta Conner;
they divorced.
Survivors include a son, Kenneth G.
II; a foster son, Steve Pontius, a sister,
Alyce Phillips, and one grandchild.

A change in the budget is
that, for the first time, the road
and street fund will include an
allocation for personal services.
This will allow the city to accu­
rately identify expenses and
may enable the city to reduce
insurance costs in the future,
according to Orlowski.
Tthe water depreciation
fund, which will be used to re­
place infrastructure as it ages,
is continuing to grow. A large
fund decreases the city’s future
need for large loana to replace
outdated water equipment.
The city is "doing well” finan­
cially, Orlowski said. For the
second consecutive year, both
the general fund and the water
fund were able to cover ex­
penses for the first half of the
year, until property taxes were
received, without a transfer
from another fund. Orlowski
compared the city’s current and
proposed budgets to historical
budget data, showing a deficit
of $139,357 at the beginning of
fiscal year 2000-2001 which
was reduced to $9,083 by the
beginning of the next fiscal year
(2001-2002). The beginning
fund balance for this year is
$142,858.
The final document present­
ed to the committee was the
city's current profit and loss
budget comparison. Deegan
explained that this document
will allow them to see actual
revenues and expenses, to
date, for every fund.
Orlowski praised Deegan’s
work with Portland General
Electric to conduct an audit of
all homes and businesses with­
in the city. Deegan said that
she could not find a record of
the previous audit but that it
was clearly conducted before
Arbor Village was completed or
the Banks Lumber Company
was annexed into the city. The
PGE audit resulted in dramati­
cally increased franchise rev­
enue.
The budget calendar sched­
ules meetings for April 30, May
7 and 14, as needed.
The budget will be presented
to the public for comment at a
hearing on May 21. The final
budget will be adopted at the
June city council meeting.
