sons or businesses is not anticipated as a
result of the proposed project. If displace­
ment becomes necessary, alternatives will
be examined to minimize the displacement
and provide required/reasonable benefits to
those displaced. Any low and moderate in­
come housing which is demolished or con­
verted to another use will be replaced.

The City of Vernonia is eligible to apply for
a 2002 Community Development Block
Grant from the Oregon Economic and Com­
munity Development Department.

Community Development Block Grant
funds come from the U.S. Department of
Housing and Urban Development. The
grants can be used for public facilities and
housing improvements, primarily for per­
sons with low and moderate incomes.
1. Notice is hereby given that the Columbia
County Development Agency Budget Com­
mittee will hold a public meeting on Thurs­
day, March 20, 2003, at or after 9:15 a m.
The meeting will be held in the Board of
Commissioner’s Meeting Room, Room 308,
Columbia County Courthouse, 230 Strand,
St. Helens, Oregon.
Approximately $15 million will be awarded
to Oregon Non-metropolitan cities and
counties in 2002. The maximum grant that a
city or county can receive is $750,000.
The City of Vernonia is preparing an appli­
cation for a 2002 Community Development
Block Grant from the Oregon Economic and
Community Development Department for
Vernonia Tech Center, Bridge Street, Ver­
nonia OR 97064, a learning center for youth
and life-long learning. It is estimated that
the proposed project will benefit at least
2228 persons, of whom 57.7 percent will be
low and moderate income.
A public hearing will be held by the City of
Vernonia at 6:00 p.m. on March 17, 2003 at
the Vernonia City Hall, 1001 Bridge Street,
Vernonia, OR 97064.
The purpose of this hearing is for the city
. council to obtain citizen views and to re­
spond to questions and comments about:
• Community development and housing
needs, expecially the needs of low and
moderate income persons, as well as other
needs in the community that might be as­
sisted with a Community Development
Block Grant project.
• The proposed project.
Written comments are also welcome and
must be received by 5:00 p.m. March 16,
2003 at Vernonia City Hall, 1001 Bridge St.,
Vernonia OR 97064. Both oral and written
comments will be considered by the city
council in deciding whether to apply.
