betes: A Diabetes Education
Program, will be held at the Co
lumbia River PUD, 64001 Co
lumbia River Hwy. in Deer, Is
land on March 13, 20 and 27
from 2:00 to 5:00 p.m.
The March 13 class will cov
er an overview of diabetes, in
cluding risk factors, symptoms
and complications associated
with diabetes, and the food rec
ommended in the Diabetes
Food Guide Pyramid. The Ida
ho Plate Method will also be
covered, emphasizing fruits,
vegetables and grains, while
limiting meat and fat.
The Supermarket Tour will
be on March 20 (store and time
may vary). Based on the Idaho
Plate Method, this hands-on
approach provides an opportu
nity to gain practical knowledge
about supermarket foods relat
ed to healthy eating.
Preparing Delicious Meals
will be the topic for March 27.
Menus and recipes will be
shared and how to prepare a
delicious meal that fits the
goals of the Idaho Plate
Method.

lumbia Diabetes Coalition, the
course will be presented by Jan
Pahl, OSU Extension faculty,
Family and Consumer Science
and Jeanne Flury, RD, CDE.
There is a $10 fee for the three-
meeting series.

Funds available
to low income for
home repairs
The Rural Housing Service
of the U.S. Department of Agri
culture has $400,000 available
for repair loans to very low in
come homeowners in rural
Oregon. The housing repair
program is designed to im
prove living standards by re
pairing leaky roofs, installing
more energy efficient materi
als, or correcting basic struc
tural problems.
Loans can be made for
amounts up to $20,000, a max
imum of 20 year repayment pe
riod, and at an interest rate of
one percent annually. Individu
als 62 years or older may qual
ify for a grant, rather than a
loan, in cases where an individ
ual lacks the financial ability to
repay a Section 504 loan. Un
der the program, applicants
can receive assistance with
only a promissory note on
loans up to $7,500. Mortgage
securities will be required only
on loans exceeding $7,500.

guidelines are not used for the
state’s cash assistance welfare
program, called Temporary As
sistance to Needy Families
(TANF), or for determining eligi

The increase in the federal
poverty guidelines makes more
people immediately eligible for
the Oregon Health Plan and
other programs.
The Federal Poverty Guide
lines are based on the size of
the family and are applicable to
the 48 contiguous states and
the District of Columbia; the
federal government sets differ
ent guidelines for Alaska and
Hawaii. “The poor” are families
with incomes at or below the
poverty guidelines. While the
term is not officially defined,
“low income" often means fam
ilies with incomes at or below
200 percent (twice) the poverty
guidelines.

New Federal “ poverty” guidelines
The federal government has
released the 2002 Federal
Poverty Guidelines. The guide
lines, sometimes loosely re
ferred to as the “federal poverty
level”, define who is officially
considered “poor”. The guide
lines are adjusted up each year
to account for inflation.
