What goes up, must come
down, goes the old saying. Un­
fortunately, that som etimes
refers to mountains.
According
to
Columbia
County Public Works Director
Dave Hill, a mountain is threat­
ening to come down on top of
Scappoose-Vernonia
Road
and, if that happens, the road
will be destroyed.
A large bump keeps devel­
oping on the road, near Bonnie
driving through the area.
Hill has had trees cut from
the moving hill, about ten feet
up, to reduce the weight of the
mountain, w hile leaving the
tree roots to help hold the hill
together. There are visible
cracks in the hillside and the
area is visually inspected every
day in an effort to keep track of
what the hillside is doing.
A parallel logging road is
also showing cracks.
New state laws have now taken effect
The Oregon Legislature
passed 551 bills in 2001, that
have now become effective.
Among the bills are the follow­
ing:
• An intoxicated person who
suffers injuries as a result of
drinking, cannot sue the server
who poured the drinks.
• Children who are age 4 or
5, or who weigh 40 to 60
pounds, must sit in booster
seats when riding in a vehicle.
A child in these categories may
no longer be secured with just
a seat belt.
• People under the age of 16

Falls, that appears to be
caused by a “slip plane" on the
north side of the road. The
mountain is sliding, but the
depth and extent of the slide
area can’t be determined. As it
slides, it is thrusting the pave­
ment up rather than coming
down on top of it.
The area, about three miles
from Hwy. 30, is marked with
traffic cones and signs that
urge drivers to slow down while
may not ride a motorized scoot­
er. All others must wear a hel­
met, ride in a bike lane and ad­
here to the speed limit.
• Local governments may
not pass ordinances that re­
strict the use of cellphones.
• Smoking is banned in
w orkplaces and areas of
restaurants where minors are
allowed. The sm oking ban
does not apply to bars, taverns
and bowling alleys.
• School districts must adopt
policies prohibiting bullying (by
January 1,2004).
