New smoke alarm rules require attention of landlords and builders
Beginning January 1, 2002,
new state requirements will be
in effect for smoke alarms in all
tenant-occupied
dw ellings
(apartments, lodging houses or
hotel rooms).
Changes included require in
clusion of a hush feature in ion
ization smoke alarms and, if
alarms are solely battery pow
ered, they must include a ten
year battery. In addition, smoke
alarms need to be installed in
accordance with the Oregon
building code and the Oregon
A dm inistrative Rules. Also,

when a dwelling is sold, its
smoke alarms must meet these
same requirements.
The changes are the result
of a bill (HB 2586) passed by
the 1999 Legislature. The legis
lation is intended to address
the problem of people disabling
their alarms because of nui
sance false alarms. It requires
ionization smoke alarms to be
sold with a “ hush” feature,
which allows the devices to be
temporarily silenced for a peri
od of not more than 15 minutes.

should never be removed for
other uses.
OSFM (Oregon State Fire
Marshall) staff is working to
create awareness of the smoke
alarm law change through the
news media, rental property
the incidence of dead batteries
in smoke alarms by requiring
ten-year batteries to be pack
aged and sold with ionization
alarms. The law’s long-term in
tent is to save lives in Oregon
by phasing in these improved
features smoke alarms.
This law has placed Oregon
ahead of the rest of the nation
in safeguarding its citizens
against fire-caused injury, said
State Fire Marshall Robert Gar
rison. The presence of a work
ing smoke alarm doubles your
chances of surviving a fire, and
our law will help ensure that
more Oregonians than even
have that protection, according
to Garrison.
Garrison offered the follow
ing safety tips:
• Place smoke alarms on
every level of your home, out
side each sleeping area and in
every bedroom.
• Test smoke alarms month
ly-
• Vacuum alarms monthly to
remove dust and cobwebs.
• Replace old alarms.
