NOTICE OF BUDGET COMMITTEE
MEETING
A public meeting of the Budget Commit­
tee of the Vernonia Rural Fire Protection
District, Columbia County, State of Oregon,
to discuss the budget for the fiscal year July
1, 2001 to June 30, 2002, will be held at
555 E. Bridge Street, Vernonia, Oregon.
The meeting will take place on the 10 day
of April, 2001, at 6:00 p m. The purpose of
the meeting is to receive the budget mes­
sage and to receive comment from the pub­
lic on the budget. A copy of the budget doc­
ument may be inspected or obtained on or
after April 10, 2001 at 555 E. Bridge Street,
between the hours of 9:00 a.m. and 5:00
p.m..
This is a public meeting where deliber­
ation of the Budget Committee will take
place. Any person may appear at the meet­
ing and discuss the proposed programs
with the Budget Committee.

Notice Is hereby given that on Tuesday,
May 15, 2001, a measure election will be
held in Columbia County, Oregon.
The following shall be the ballot title of
the measure to be submitted to the county’s
voters on this date:

Amendments to Natural Resources De­
pletion Fee Ordinance
QUESTION
Shall reclamation and agricultural ex­
emptions be allowed and housekeeping
amendments be adopted?
SUMMARY
Columbia County currently imposes a
15 cents per ton fee on natural resources
severed and depleted in, or transported
into, the county. The fee also applies to
dredge spoils. The fee applies even if the
minerals are used for reclaiming other sur­
face mines or in agriculture operations. This
measure would exempt natural resources
used to reclaim other surface mines and in
agricultural operations from the depletion
fee. In addition, minor housekeeping
amendments would be adopted.

held in Columbia County, Oregon.
The following shall be the ballot title of
the measure to be submitted to the county’s
voters on this date:

County Historical Fund Five Year Local
Option Tax
QUESTION
Shall Columbia County levy $150,000
for five years beginning fiscal year 2001-
2002 to establish a County Historical Fund?
This Measure may cause property taxes to
increase more than three percent.
SUMMARY
The Columbia County Historical Society
Turn your
Stash into Cash
has been funded by Columbia County in
past years. However, it is anticipated that
County budget shortfalls will preclude fu­
ture County funding of the Historical Soci­
ety.
If approved, a Historical Fund would be
established to pay for the continued main­
tenance, operation and improvement of
Historical Society museums, displays and
special project facilities, and to provide
funding for special equipment and products
required for proper long term storage of
County historical artifacts.
If not approved, the Historical Society
will be unable to maintain suitable muse­
ums and displays which will lead to discon­
tinuance of Historical Society operations
and reversion back to the State of all arti­
facts, photographs, historical documents
and research records currently held by the
Historical Society.
The cost of this measure to property
taxpayers is estimated to be 5.6 cents per
1000.00 dollars of assessed value ($5.60
per year for property valued at
$100,000.00) each year for five years. The
estimated tax cost for this measure is an
ESTIMATE ONLY based on the best infor­
mation available from the County Assessor
at the time of the estimate.

PUBLIC NOTICE
Columbia County announces the avail­
ability of Special Transportation Discre­
tionary Grant Funds FY 2001-2002 and
2002-2003. These funds are managed by
the Oregon Department of Transportation,
Public Transit Division in partnership with
Columbia County to plan, maintain or im­
prove transportation services for senior and
people with disabilities. Eligible applicants
include public and non-profit entities. Eligi­
ble projects include planning, capitol and
operations support o, senior and/or dis­
abled transportation services.
Copies of the Public Transportation Dis­
cretionary Grant Program application are
available by contacting Bob Peterson, Co­
lumbia County Public Transportation (COL-
CO) at 277 Strand, St. Helens, or by calling
503-397-4000. Applications are due to the
Columbia County Commissioners Office no
later than April 13, 2001

Board will beet on Thursday, April 12, 2001,

pose of opening Maple Street as a public
through street between Rose and Weed Av­
enues is pending before Vernonia City
Council. Final decision will be made at Ver­
nonia City Council meeting April 2, 2001 at
7 p.m. in the Council Chambers of City Hall,
1001 Bridge Street, Vernonia, OR 97064. A
Public Hearing was held before the Vernon­
ia City Council on March 19, 2001. The pe­
tition was filed by the City of Vernonia on

Obituary
DYLAN A. KIMBER
Dylan Andrew Kimber was stillborn
on February 27, 2001. Funeral ser­
vices were held on March 5 in Valley
Memorial Park Chapel in Hillsboro.
Vault interment was in Valley Memorial
Park.
Survivors include his parents,
Richard L. and Kimberly Ann Shurtleff
Kimber of Aloha; a brother, Brandon; a
sister, Tanesha; grandparents, Mary Jo
Wright of Phoenix, Arizona, Tom Kim­
ber of Las Vegas, Nev., and Anne
Shurtleff of Banks.

Mortuary of Hillsboro was in charge of
arrangements.
C. MERLE HOCKING
C. Merle Hocking, 63, Banks, died
March 7, 2001. A memorial service was
held on March 12 in the family home in
Banks.
Mr. Hocking was born December
30, 1937, in Tillamook. He served in
the U.S. Navy for more than 20 years,
including service in Vietnam. He lived
in Banks and was a small-engine me­
chanic until he retired last year. In
1984, he married Pam Morey.
Survivors include his wife; a son,
Clifford; three stepsons, David Ras-
chio, George Parry and Aaron
Frechette; a daughter, Rachael Hock­
ing; two stepdaughters, Sarah Elmore
and Corinne Frechette; a brother, Bob;
a sister, Janice Leavitt; and two grand­
children.

ROBERT E. CARROLL
Robert E. Carroll, 82, Banks, died
March 11, 2001. A memorial service
was held March 15 in Finley’s Sunset
Hills Mortuary.
Mr. Carroll was born August 31,
1918, in Seattle. During World War II,
he served in the U.S. Army in Italy. He
sold real estate until retiring around
1980 and co-owned the Seashore Re­
sort Hotel in Seaside for the past 24
years. He lived in Banks for the past 25
years. He married Geraldine Borberg
in 1945.
Survivors include his wife; three
sons, Robert W., Fred and Jeff; a
daughter, Susan Baird; nine grandchil­
dren; and eight great-grandchildren.
PHALA F. GROSCHE
Phala F. Groschd, 74, Veneta, died
March 12, 2001. Private interment was
held at the Mt. View Memorial Gardens
in Forest Grove.
Mrs. Groschd was born September
13, 1926, in Villisca, Iowa, to Charles
E. and Dora M. (Anderson) Stevenson.
She grew up in Villisca. In 1947, she
moved to Portland.
She married Walter A. Groschd in
1957 in Stevenson, Wash. They lived
in Vernonia. In 1997, she moved to
Hillsboro until 2000, when she moved

Mr. & Mrs. Grosche owned and op­
erated the Grosch6 Texaco Service
Station in Vernonia, until retiring in
1981.
Mrs. Grosche was a member of the
Elkettes of Elks Lodge B.P.O.E. #1999
in St. Helens.
She was preceded in death by her
husband in 1996 and a daughter, Phyl­
lis Racey.
Survivors include a daughter,
Darthula “Dottie” Grosch6 of Veneta;
two sisters, Maxine Akers of Warren
and Shirley Hayes of Council Bluffs,
Iowa; a brother, Claude Stevenson of
Russellville, Arkansas; eight grandchil­
dren; ten great grandchildren; several
nieces and nephews.

AUDREY I. RODGERS
Audrey Iola Rodgers, 97, Gearhart,
died March 11, 2001. Services were
held March 15 at the Nehalem Valley
Community Church. Committal was at
Greenwood Cemetery in Astoria.
Mrs. Rodgers was bom December
6, 1903, in Long, Okla., to Miles and
Minnie (West) Keen. In 1924, she mar­
ried Herbert Rodgers and they moved
to Vernonia. They lived in Seaside a
few years before moving to Jewell.
She was a member of the Nehalem
Valley Community Church.
She was preceded in death by her
husband in 1967.
Survivors include a son, Herbert of
Jewell; two sisters, Celeste Looney of
Talequah, Okla., and Iris Hatfield of
Tulsa, Okla.; four grandchildren; 14
great grandchildren; four great-great
grandchildren; several nieces and
nephews.
Remembrances are suggested to
the Nehalem Valley Community
Church.

TERRY A HORTON
Terry A. Horton, 40, Longview,
Wash., died March 13, 2001. Grave-
side services were held March 17 at
Columbia Memorial Gardens in St. He­
lens. Inurnment followed at the ceme­
tery.
Mrs. Horton was bom March 12,
1961 in St. Paul, Minnesota, to Barry
and Nancy (Osborne) Merriman. She
grew up in St. Paul. She lived in the
Vernonia and Hillsboro areas until
moving to Mason City, Iowa, in 1997,
and then to Longview in 2000.
Survivors include three daughters,
Kelly Schmunk of St. Helens; Phoenix
D. Justice and Lindsay M. Horton, both
of Longview; a son, Zachary M. of
Longview; her parents of St. Helens; a
brother, Greg of St. Helens; a grand­
son; nieces and nephews.

ERNEST J. KRIEGER
Ernest J. Krieger, 83, Forest Grove,
died March 11, 2001. Recitation of the
Holy Rosary was March 14 and Mass
of Christian Burial was celebrated on
March 15 with the Rev. Joseph
Heuberger as celebrant, both at Visita­
tion Catholic Church in Verboort. Inter­
ment was at Visitation Cemetery.
Survivors include three sons, Larry
of Gaston, Randy of Forest Grove, and
Bill of Verboort; a daughter, Marlea
Barnes of Lake Oswego; two brothers,
Edwin of Forest Grove, and Norbert of
Banks; four grandchildren; two great
grandchildren; nieces and nephews.
