Obituary
JUANITA SKAGGS
Juanita Mae Skaggs, 72, Buxton,
died February 11,2001. Funeral
ser­
vices were held at Fuiten, Rose and
Hoyt Funeral Home in Forest Grove,
with the Rev. Gordon Shearer, of
Manning Bible Church, officiating. In­
terment was held in Buxton Cemetery.
Mrs. Skaggs was born October 1,
1928, in Okemah, Okla., to George W.
and Lillian M. McKay McClain. She
grew up in Okemah.
In 1948, she married Sylvester Sk­
aggs. They lived in Ef Mirage, Ariz., un­
til moving to Buxton in 1962.
She worked as a playground aide
for the Banks School District for 30
years until retiring in 1998.
She was preceded in death by four
sisters, Trula Faye McClain, Cleeta
Johnson, her twin sister, Onita Tyler
and Dollie Ashford.
Survivors include her husband; a
son, Ricky Skaggs of Buxton; five
daughters, Shirley Huff, Lisa Stone
and Crystal Skaggs, all of Buxton,
Michelle Griffin of Vernonia and Pam
Payne of Gaston; two brothers, Sonny
Carter of Midwest City, Okla., and Jim ­
my Carter of Sanger, Calif.; four sis­
ters, Norene Woods of Fresno. Calif.,
Georgie Rice of Midwest City, Okla.,
Norma Silva of Pioneer, Calif., and
Melba McClain of Twin Falls, Idaho;
eight grandchildren and num erous
nieces and nephews.

JAMES H. JUMP JR.
James Henry Jump Jr., 76, Rainier,
died February 6, 2001. At his request,
no services were held Disposition was
by cremation.
Mr. Jump was born December 31,
1924, in Wichita Falls, Texas, to James
Henry and Erie Polly Jum p. He
received a bronze star for service in
the U.S. Army in the Phillipines during
World War II.
He was a cat skinner- logger for
Ron Adams Logging in Birkenfeld and
Groves Crushing, Holmes Logging in
Elsie. He was a member of the Am eri­
can Legion in Longview.
Mr. Jum p was preceded in death by
his first wife, Leata F. (Keene); a
daughter, Janet L. Hicks; and a sister,
Mary K. Wilkerson.
Survivors include his wife; four
sons, Thomas of Springfield, Frank
and Robert, both of Longview and
Justen of Germany; two daughters,
Dale A. Heflin of Rainier and Brenda L.
Brown of Longview; six sisters, Blondie
Hendershot of Harrisburg, Christine
Hanson of Sacramento, Calif., and
Ailene Carter, Pet Harmon, Betty Jump
and Linda Franklin, all of Waterford,
Calif.; 19 grandchildren; 17 great­
grandchildren; nieces and nephews.

EVELYN “COOKIE” RACINE
Evelyn “Cookie” Racine, 79, died
February 13, 2001. A memorial service
was held February 17 in the Forest
Grove First Christian Church. Inter­
ment was in Union Point Cemetery in
Banks.
Mrs. Racine was born June 28,
1921, in Banks. Her maiden name was
Kelly. She graduated from Banks High
School and attended Portland Commu­
nity College. In 1938, she married
Floyd E. Racine.
She was a cook for Forest Grove
Union High School until retiring in
1987. As head cook, in 1970, she es­
tablished the Food Education and Ser­
vice Training program . She also
cooked for Gales Creek Children’s
Cam p for diabetic children for 31
summers. She was a member of the
Forest Grove First Christian Church,
and was an officer of the Oregon State
Employees Association.
She was preceded in death by her
husband.
Survivors include two sons, Ernie
and Bill; a daughter, Donna Pomaje-
vich; a brother, Bill Kelly; four grand­
children and six great grandchildren.
Remembrances are suggested to

Dear friends of Don Foster (Dr.Donny)
We would like to extend our sin­
cere appreciation to the many friends
who expressed sorrow, sympathy and
condolences at the time of our
beloved Husband, Father, Papa’s
passing. Thank you for the cards,
flowers and many gifts of food. Don
touched many lives here in Vernonia
and he will be missed by many, yet,
his memory will live on in our hearts
and souls for a long time to come.
In the 10 years Don lived in
Vernonia, he came to love this little
town and its people. He loved his
Rising River Ranch and his Adult
Foster Care Home. Vernonia was the
place his heart called home. The show
of care and support shown us by our
friends.during this difficult time have
given us the courage and inspiration
to continue the business of Rising Riv­
er Ranch Retirement Residence and
we will do our best to make Don
proud.
We would especially like to thank
our very special friend, Jennie Siedel-
man and the family of Ramona Shirley
for their loving care and support dur­
ing this ordeal. We would also like to
extend a special thark you to St.
Mary’s Catholic Church and Juanita
Dennis for their support and spiritual

Floor of the Columbia County Courthouse,
in St. Helens, Oregon.

consider proposed Ordinance No. 2000-3,
which would amend the Columbia County
Surface Mining Ordinance. If approved,
Ordinance No. 2001-3 would provide a
process for Operating Permit and Limited
Exemption Certificate renewals in a man­
ner consistent with Oregon land use law.
