1ST PUBLIC NOTICE
The City of Vernonia is eligible to apply for
a 2000 Community Development Block
Grant from the Oregon Economic and
Community Development Department.
Community Development Block Grant
funds come from the US Department cf
Housing and Urban Development. The
grants can be used for public facilities,
housing improvements, primarily for per­
sons with low and moderate incomes.
Approximately $15 million will be awarded
to Oregon non-metropolitan cities and
counties in 2000. The maximum grant that
a city or county can receive is $750,000.
The City of Vernonia is preparing an appli­
cation for a 2000 Community Development
Block Grant from the Oregon Economic
and Community Development Department
for a Technical Assistance Grant to explore
the feasibility of building a new Senior Cen­
ter in Vernonia. It is estimated that the pro­
posed project will benefit a, least 200 per­
sons, all of whom will be low or moderate
income.
The Vernonia City Council will hold a public
hearing at 6:00 p.m. on September 18th,
PREVENTION/INTERVENTION
SPECIALIST
Candidate for this full-time position will
be providing services to both the Ver­
nonia and Rainier school district ar­
eas, which include screening, support
services, group facilitation for at-risk
youth, prevention activities and educa­
tion. Must have knowledge of adoles­
cent chemical dependency issues.
Other responsibilities include develop­
ing and implementing community fo­
cus groups, service as community liai­
son and facilitator of community based
programs. Excellent verbal and written
communication skills a must. Requires
Bachelors degree in Social Services
and three years experience working
with youth and prevention programs.

a result of the proposed project. If displace­
ment becomes necessary, alternatives will
be examined to minimize the displacement
and provide required/reasonable benefits
to those displaced. Any low and moderate
income housing, which is demolished or
converted to another use, will be replaced.

posed project, and records about the City's

SUMMARY
The Columbia County Parks Depart­
ment has relied on past proceeds from the
harvest of County owned timber to operate
the County’s Parks Department. The Parks
Department will likely experience budget
shortfalls because no such timber harvests
are scheduled in the next four years.
If approved, revenue would be used for
the continued maintenance, operation, and
improvement of County parks and marine
facilities, including: day use and picnic fa­
cilities; walking trails; access trails; sports-

proud of, not only for the exciting
changes that are happening with our
downtown business buildings, but
also for it’s caring people.
I’d like to acknowledge Dr. Scott
VanDyken, Pat Stacklie and Lori Wal­
ters for their hard work and donated
hours with the NW Medical Teams
Dental Van that came to St. Mary’s
Church on August 11. It was good to
see the children and adults being
helped, who otherwise may not have
been.

QUESTION
Shall
Columbia
County
impose
$0.10/$1,000 of assessed value for five
years beginning in 2001 -2002 for the Coun­
ty Fairgrounds? This measure may cause
property taxes to increase more than three
percent.
SUMMARY
The Columbia County Fair Board is re­
sponsible for the presentation of the annu­
al Columbia County Fair and the manage­
ment of the fairgrounds and buildings for
the benefit of the many youths and adults
who use the facilities throughout the year.
Funds available to the Fair Board are no
longer adequate to operate, repair and
maintain the fairgrounds or make other
necessary improvements.
The Columbia County Board of Com­
missioners, in consultation with the Fair
Board, has agreed to present to the voters
of Columbia County this Local Option Tax
request.
The purpose of this tax is to raise funds
necessary to operate, repair, maintain and
otherwise improve the grounds and build­
ings currently located on the fairgrounds.
The estimated tax on a $100,000 prop­
erty would be $10.00 per year for five
years. The proposed rate will raise approx­
imately $289,641 in 2001-2002, $295,549
in 2002-2003, $304,416 in 2003-2004,
$313,548 in 2004-2005, and $322,955 in
2005-2006, for a total of approximately
$1,526,109.
