NOXIOUS VEGETATION
PUBLIC NOTICE
Between May 1st and September 30th of
any year, no owner or person in charge of
property shall allow noxious vegetation to
be on the property or in the right of way o,
public thoroughfare abutting on the proper­
ty. An owner or person in charge of proper­
ty shall cut down or destroy grass, shrub­
bery, brush, bushes, weeds or other nox­
ious vegetation as often as needed to pre­
vent them from becoming unsightly, from
becoming a fire hazard, or in the case of
weeds or other noxious vegetation, from
maturing or from going to seed.

port will be available to the public at City
Hall for seven days before the hearings,
and may be copied for a nominal fee. This
partition request if governed by Vernonia
Ordinances 710 and 711. Failure to raise
an issue in a hearing, in person or by letter
or failure to provide statements or evidence
sufficient to afford the decision-maker an
opportunity to respond to the issue pre­
cludes appeal to the board based on that
issue. Public testimony is welcome, and
written statements will be received before
the hearing if you cannot attend.

The City is willing to abate the nuisance on
a particular parcel of property at the re­
quest of the owner or person in charge of
the property for a fee sufficient to cover the
City’s abatement costs. Even in the ab­
sence of such requests, the City may abate
all such nuisances 10 or more days after
publication of the 3rd Noxious Vegetation
Public Notice and charge the cost of doing
so on a particular parcel of property to the
owner or the person in charge of the prop­
erty, or the property itself.

uled before the Vernonia Planning Com­
mission on May 18, 2000 at 6:30 PM in the

COMMITTEE MEETING
A public meeting of the Budget Committee
of the Vernonia Rural Fire Protection Dis­
trict, Columbia County, State of Oregon, to
discuss the budget for the fiscal year July
1, 2000 to June 30, 2001 will be held at 555
E. Bridge Street (Vernonia Fire Station).
The meeting will take place on the 9th day
of May, 2000 at 6:30 p.m. The purpose of
the meeting is to receive the budget mes­
sage and to receive comment from the
public on the budget. A copy of the budget
document may be inspected or obtained on
or after May 9th at 555 E. Bridge (Fire Sta­
tion), between the hours of 9:00 a m. and
5:00 p.m. This is a public meeting where
deliberation of the Budget Committee will
take place. Any person may appear at the
meeting and discuss the proposed pro­
grams with the Budget Committee.

He served in the U .S. A rm y A ir
C orps during W orld W ar II, in the 93rd
Bom b Squadron. He w as disch arg ed in
1946.
In 1946, he m arried M arjorie L olley
in V a nco u ver, W a sh .; th e y liv e d in
B irk e n fe ld u n til 1955, w h e n th e y
m oved to Astoria.
Mr. G reen w as c o -o w n e r of the
W a rre n to n L u m b e r C o m p a n y u ntil
1968, and continued to m anage the
mill until his retirem ent in 1986.
He w as a m em ber o f the Bayview
B aptist C hurch and o f A storia G olf and
C ountry Club, w here he w as also a
past president.

died April 24, 2000. M em orial services

Mr. S chw ab w as born April 16,
1925, in Vernonia, to Lee and C lara
(Vandom elen) Schw ab. He served in
the U.S. N avy during W orld W ar II. He
m arried Je an Peasnall in 1947, and
they lived in Vernonia.
Mr S chw ab w orked as a printer for
the Vernonia Eagle for 29 years. W hen
The Eagle closed, he w orked for the
Forest G rove N ew s-Tim es, retiring in
1987. He m oved to A loha in 1976, and
to M cM innville In 1991.
Survivors include his w ife; d au gh ­
ters, K athy Leatherw ood o f A nchorage,
Alaska, and K aren W ild e r o f Clovis,
New M exico; sons, M artin of H illsboro,
and M elvin o f P o rtlan d; a brother,
R obert, o f The Dalles; tw o sisters, Lois
Theines o f The D alles, and G enevieve
Fisher o f Vernonia; tw o grandchildren
and 11 grandchildren.

M artha Agnes H erbert, 78, Aloha,
died April 17, 2000. Funeral services

Mrs. H erbert w as born Oct. 2 ,1 9 2 1 ,
in E ch o, to C h a rle s and B e rtha
(D allinger) Shaver.
She m arried Lew is H erbert in 1940
in Vancouver, W ash. T hey lived in
S eattle fo r a year, th e n m oved to
W a s h in g to n C ounty. In 1953 th e y
m oved to C entralia, W ash.; in 1961 to
G ales C reek, then Banks. She m oved
to C ornelius in 1988 and to A loha in
1996.
M rs. H erbert w orked at Tektronix,
GAF, and G eorge Teufel Holly Farm,
and helped with the fam ily farm in C en ­
tralia. She w as a m em ber o f the S o uth ­
ern B aptist C hurch.
She w as preceded in death by her
husband; a brother, and a son, Danny.
S urvivors include four sons, R obert
and David, both o f Aloha, R ichard of
H illsboro, and D elbert o f Forest G rove;
fo ur daughters, N ancy Anderson and
D elores Kinzer, both o f C ornelius, M ary
Jane Krieger o f G aston, and D onna
H eesacker of Yam hill; a sister, Pauline
T hom pson o f C ornelius, 23 g randchil­
dren, 19 g reat-grandchildren and one
great-great-grandchild.

Elvin “Bud” Larson, 77, Beaverton,
died April 15, 2000. A celebration of life
service w as held; interm ent was private.
Mr. Larson was b om Jan. 22, 1923,
in B irke n fe ld to F rancis and E thel
(Berg) Larson. He served in the U.S.
A rm y A ir C orps in W orld W ar II and
m arried llene H olee in 1946. A fte r
spending m any years logging, Mr. Lar­
son graduated from C latsop C om m uni­
ty C ollege in 1974. He retired in 1985
as a real estate salesm an in Seaside.
He w as a m em ber of the North
C oast Fam ily Fellow ship in Seaside.
He later join ed the Beaverton C hristian
C h u rch , w he re he ta u g h t S u n d a y
School.
S urvivors include his wife; three
sons, Larry o f Portland, R obert of R ed­
m ond, and D uane o f Hines; a sister,

Mr. G reen w as b om April 15, 1919,
in Hasse, Texas, to Sam uel R. and Ada
(G ibson) G reen. He w as raised in
G eronim o, Okla., w here he left school
in the 10th grade to help his parents on
the fam ily farm .
He m arried Helen Keller in 1939.
T hey lived in G eronim o until m oving to
Forest G rove in 1945. They m oved to
C ornelius in 1979.
Mr. Green w orked for the C ity of
Forest G rove for 34 years. He retired in
1979 as s u p e rin te n d e n t o f p u b lic
works. He w as active in the church,
w here he taught Sunday School, and
served as a deacon fo r several years.
He was preceded in death by a
brother, M itchell, and a sister, Manr.i
Lee Stair.
Survivors include his wife: a daugh­
ter, Patricia C ookm an of G aston; a son
Leonard of Vernonia; three brothers,
A rchie o f Lebanon, M o., C lifton of
Arkansas, and Ernest of Norm an, Okla;
four sisters, Lois Priefert, of Plainview,
Texas, E stalen e Lup in o f N orm an,
Okla, Lily Fryer of O klahom a City, and
R osem ary C ox of Lawton, O kla; four
grandchildren; five great-grandchildren
and num erous nieces and nephews.
