ANNEXATION OF PROPERTY
TO THE CITY OF VERNONIA,
COLUMBIA COUNTY, OREGON
Public Hearings will be held on the 20th day
of January, 2000 at 6:30 PM, before the
City of Vernonia Planning Commission and
on the 24th day of January, 2000 at 6:30
PM, before the City Council of the City of
Vernonia, Oregon on the question of an
nexation of certain real properly to the City
of Vernonia.
The Public Hearings will be held at City
Hall. Pursuant to ORS 222.120 and ORS
222.170(1), the City has dispensed with the
holding of an election on the question of an
nexation. The Request/Consent to Annex
form has been submitted by a majority of
the owners of the property to be annexed.
The properties to be annexed are de
scribed in Exhibit A. A staff report will be
available to the public at City Hall for two
weeks before the hearings, and may be
copied for a nominal fee. Public comments
will be heard.

Notice is hereby given that on February 7,
2000, at 9:00 a.m., the Board of Properly
Tax Appeals of the County of Columbia,
Oregon, will meet to:
- Hear petitions for reduction of the
real market, maximum assessed, specially
assessed, or assessed value of property as
of January 1, 1999.
- Hear petitions for reduction of value
corrected under ORS 311.208.
- Hear petitions for waiver of penalties
for late filing of real or personal property re
turns.

Mrs. B jornson w as b om April 28,
1917, in Langdon, No. Dak., to M artin
and C ora (C hase) M oore. She w as
raised and educated in Langdon.
In 1941 she m arried M indy John
Bjornson in Vancouver, W ash. They
lived in V ernonia until 1959, when they
m oved to C orvallis. T hey returned to
Vernonia in 1964, and her husband
passed aw ay that sam e year. She had
lived in H illsboro since 1980.
W hile living in Vernonia, Mrs. B jom -
son ow ned and operated M ike ’s Tavern
for several years.
Survivors include tw o daughters,
Patricia M ichener of C oos Bay, and
Janice A lva ra do o f H illsboro; a sister,
M axine Larson o f Auburn, W ash.; tw o
b ro th e rs, V ic to r M oore o f B u rie n,
W ash., and Tom M oore o f M ilw aukee,
W ise.; five grandchildren, tw elve g re at
grandchildren, one g reat-great-grand-
daughter, and num erous nieces and
nephews.
She w as preceded in dea th by s e v
en brothers and sisters.

Mr. S h ea rer w as born O ct. 17,
1918, in the H illside district near Forest
G rove, to Fay and M ay (N orthrup)
Shearer. He attended Fairview School
and graduated from F orest G rove High
School in 1937. He m ajored in fo re stry
a t O regon State U niversity fo r one
year.
He m arried Tina L. C lapshaw in
1940 in a double w edding ce re m o ny
w ith his tw in brother, W illis, and his
w ife, Helen, at S hearer Park in H illside.
T hey lived in the H illside district w ith
the exception of three years in the late
1950s, w hen they lived in Idaho.
Mr. S hearer w as a logger and a
longshorem an. D uring W orld W ar II, he
w orked in the P ortland shipyards.
He later w orked fo r Plum bers and
S te a m fitte rs Local 598 in P asco,
W ash., w here he w orked for several
com panies at locations including the
Trojan N uclear Plant, the H anford N u
clea r R eservation in R ichland, W ash.,
the PG E coal pow er p la nt in B oardm an
and a N ew berg paper m ill. He retired in
1983.
Mr. S hearer w as a m em ber o f the
M anning Bible C hurch and w as ch a ir
m an o f the H illside C em etery A sso cia
tion fo r m an y years.
He w as preceded in death by tw o
brothers, Alvin, in 1949, and W illis in
1996.

M rs. M orris w as born Jan. 23,
1912, in Pittsburg, Penn., to Mr. and
Mrs. Jacob Bryant. She m arried Dewey
M orris in Pittsbugh in the early 1930s.
Mrs. M orris w orked as a licensed prac
tical nurse for about tw enty years.
She m oved to O regon about 20
years ago to be nearer to her daughter.
Before the m ove, she was a m issionary
fo r her church in Pennsylvania.
She was preceded in death by her
husband in 1966.

Mr. H ershey w as bom Ju ly 9, 1917,
at the fam ily hom e near Vernonia, the
se co n d o f se v e n c h ild re n b orn to
Joseph and Ju lia Hershey. He a tte nd
ed Bacona School and graduated from
Vernonia H igh School.
He w orked as a logger then, in the
late 1930s, joined the C ivilian C onser
vation Corps, and w orked in the A le ut
ian Islands. D uring W orld W ar II, he
joined the U.S. N avy and served in the
South Pacific about the U.S.S. Boston.
A fter being discharged, he returned
to logging, w orking with a brother as
gyppo loggers in Tillam ook County.
In 1955, he m arried Virginia Downs.
T he y m oved to Portland w here he en
te r b u s in e ss w ith his fa th er-in -la w .
T hey later m oved to M anzanita, then to
N ehalem after his retirem ent.
His w ife died in 1992.

o f Nehalem ; a daughter, Linda M cC oy
o f N ehalem ; tw o sons, G len Dow ns of
N ehalem , and Bud D ow ns of Vancou
