State of Oregon now has only
one level of trial court, the Cir
cuit Court, and Columbia
County has three Circuit
Courts instead of two Circuit
Courts and one District Court.

The appointment was effec
tive January 15. Judge Smith
has been Columbia County’s
District Court Judge for 17
years, since his first election in
1980. Judge Smith has also
handled cases as a Circuit
Court Judge pro tern since
1983.
The 1997 Legislature decid
ed to separate the 19th Judicial
District, which consisted of Co
lumbia, Clatsop and Tillamook
Counties, into two separate
districts. Columbia County re
mains as the 19th Judicial Dis
trict, while Clatsop and Tillam
ook counties now comprise the
18th Judicial District.
The January 15 date coin
cided with consolidation of the
Judge Smith, as Presiding
Judge, will plan, implement
and oversee the Circuit Court’s
policy, calendaring system, ad
ministration, personnel and
budget, in addition to perform
ing his normal duties as a
judge.
The public will not initially
see any changes while a num
ber of administrative functions
are being consolidated. It is
also necessary to remodel one
of the courtrooms/jury rooms to
handle a twelyp person jury be
fore an efficient calendaring
system can be implemented.
Judge Smith has been working
with the Columbia County
Board of Commissioners for a
year to coordinate the remodel
ing.

Marijuana found in Vernonia raid
The Columbia County En
forcement Team (CENT) and
Vernonia Police searched a
residence at 1363 E. Knott
Street, Vernonia, on Dec. 15,
and found 69 marijuana plants
growing in a garage. The
plants were seized along with
sophisticated growing equip
ment.
Michael N. Bayles and Bar
bara M. Husman, both 25, re
portedly were renting the prop
erty. Reports have been sent to
the Columbia County District
Attorney’s office.

Two other individuals, who
fled the scene in a vehicle
when the officers arrived, were
stopped by Vernonia officers. A
handgun was retrieved from
the vehicle and reports were
sent to the district attorney.
