WOEC looks at new BPA contract

tract provision still was not
clear... What would happen if
WOEC was forced into “vol
untary retail wheeling”.
It appeared, Hess ex
plained, that if WOEC allowed
a customer who was using
under 10 megawatts to pur
chase power from a source
other than BPA, without being
forced to do so by law, WOEC
might have to pay BPA for lost
revenue.
