Animal control officer explains reasons for licensing your dogs

State law requires all dogs
over the age of six months to
have a rabies vaccination and
be licensed with a local Ani
mal Control Department.

Owners of dogs lacking a cur
rent license will be charged a
$50.00 penalty per dog, plus
the regular license fee.
“We are not a G estapo-
type animal control, pinching
every dog without a current li
cense,” said county animal
control officer Chuck Ktobes,
“ but do gs th a t are not li
censed and have no current
ra b ie s sh o ts c re a te p ro b
lems.”
Dogs have to be impound
ed fo r v a rio u s reasons,
Klobes explained, including
strays running at large, ani
mals that chase or kill live
stock and those that bite peo
ple. When the dogs must be
held for long periods of time,
it causes overcrowding at the
county’s kennel, then some of
them have to be k ille d to
make room for others.
“If the dogs we pick up had
license tags, we could reunite
them with their owners more
quickly,” Klobes said, “and
some would not be taken to
the shelter at all, but would
go directly home.
“Almost all dogs wander at
some time and a license is al
most a guarantee to get them
back to the rightful owner.”
When a dog bites a per
son, if it doesn’t have a cur
rent rabies shot, state law re
quires the animal to be im-
pounded for ten days, for ob
servation. If the same dog
has a license and a current
rabies certificate on file with
the county, it can be quaran
tin e d at the o w n e r's re s i
dence, eliminating payment
of impound and maintenance
fees, without over-crowding
kennel space for adoptable
dogs.
Columbia County Animal
Control is supported solely by
license, im pound, m a in te
nance and adoption fees. It
receives no property tax dol
lars. “By licensing your dogs,”
Klobes said, “you are also
helping stray and homeless
animals that are cared for at
the animal shelter until they
can be adopted.”

The Vernonia City Council
Monday night approved an
amendment to the city’s ordi
nance on discharging fire
arms to ban the discharge of
any weapon inside the city
lim its , exce p t on a firin g
range approved by the police
department.
In a d d itio n to stan da rd
firearms of all types, the ordi
nance also applies to pellet
guns, BB guns, air guns and
cross bows.

received perm ission to use
$235 to send a student to the
Oregon Kiwanis Law Enforce
ment Career Camp.

double-section or larger multi
section unit, and must be built
within the past five years;
b. shall be placed on an excavat
ed and back-filled foundation
which encloses the perimeter
so that the manufactured home
is not more than 12 inches
above grade on the uphill side
