Less than two years ago,
voters in southwest Columbia
County and northwest Wash
ington County, along with all
of Clatsop County, elected
Jackie Taylor as their repre
sentative in Oregon House
District 2.
That was before the cen
sus, reapportionment and re
districting.
It was also before the ap
plication of a really strange
and decidedly undemocratic
requirement that the Oregon
Secretary of State arbitrarily
assign elected state legisla
tors to districts newly created
by reapportionment, whether
they were elected by the vot
ers ot that district or not. The
representatives aren't even
required to live in the district
they are assigned to repre
sent.
As a result, Jackie Taylor,
an Astoria resident, no longer
represents district 2. She
now represents a new district
that encircles Forest Grove
like a doughnut, while Tim
Josi, a resident of Bay City,
who was elected to represent
Dist. 3, has been assigned to
represent Dist. 2.
Josi, a first-term legislator
whose d istrict now ranges
from Hebo to Warrenton and
inland to Vernonia, is expend
ing considerable effort to be

for re-election. Like Taylor, he
is a Democrat.
Taylor, who now lives in
District 1, instead ot District 2,
has said she will not run for
re-election. District 1 travels

W hat do people th in k
about the law enforcem ent

C o lu m b ia C ounty? That
question is being asked by
the county's commissioners
at fo u r p u b lic h e aring s in
February.
The hearings have been
triggered partly by the com

governments. The municipal
g o ve rn m e n ts say th a t the
county Sheriff's Department
provides inadequate cover

quires the cities to use their
lim ited resources in costly
and time-consuming law en

should be the responsibility of
the county.
Another factor in the infor

consideration by the county
of asking fo r an op era ting
