this name is unacceptable,
the alternative name must
be approved by the Planning
Commission at the time the
fi nal plan is reviewed.
The site is zoned resi-
dential high density, which
allows the development,
according to the transporta-
tion impact study prepared
by property owners. Own-
ers received an approval let-
ter from the Department of
State Lands for the wetland
delineation, according to the
developer.
The complex would use
the existing, shared drive-
way serving the nearby com-
mercial spaces, according
to the study. The study also
says the site access and side-
walk confi guration provides
effi cient access and circula-
tion for anticipated pedestri-
ans, bicycles and vehicles.
In July, commission-
ers sought details about the
impact to traffi c and pedes-
trians at the Highway 101
intersection.
Signage, lighting and
striping could enhance
pedestrian safety, said engi-
neer Adam Dailey, includ-
ing a 9-foot-wide crosswalk
at the intersection or slow or
right-turn arrows.
“It gives the driver kind
of a visual cue,” Dailey said.
“They subconsciously even
tense up and slow down.”
Lights that are 50 feet
off the crosswalk could be
moved closer, he said. Main-
tenance of the vegetation
around the area could also
improve safety.
Owners must also pro-
vide short- and long-term
bike parking. They will have
to determine the planned
drainage, sewer and water
systems for review by
the Seaside Public Works
director.

zek, Christopher Rose and
Robin Montero voted for
the conditional approval.
Seth Morrisey and Lou Neu-
becker abstained; Teri Car-
penter was absent.

woman walking back and forth
swinging a machete is report-

store. They said the subjects left

reports subject yelling at an in-
jured seagull. The seagull took
off prior to police arrival.

evelt: A transient male reported
in the loading dock refusing
to leave the area is trespassed
from the property.

property is advised to move
along. The manager of the

Captain Kid PlayLand: A car on
fi re is reported. Police are unable
to locate any burning vehicle.

A 74-unit apartment com-
plex received conditional
approval from the Seaside
Planning Commission last
Tuesday.
The property comprises
about 4 1/2 acres and is
located near the TLC Fibre
Federal Credit Union build-
ing near Neawanna Creek.
Neighboring
businesses
include Randall Lee’s Floor-
ing America, Ticor Title and
Seaside Car & Boat Wash.
Lots would be sold to
builders, with apartments
anticipated to be leased at
$1,200 to $1,400 a month.
The facility will include nine
six-unit buildings and fi ve
four-unit buildings.
In addition to the orig-
inal staff report’s fi ndings,
the Planning Commission
added additional conditions.
The examples of pedes-
trian safety measures that
were provided by the appli-
cant’s traffi c engineering
fi rm must be incorporated
into the access at North Roo-
sevelt Drive.
Commissioners
asked
for improved lighting at the
north and south ends of the
crosswalks, fl ashing cross-
walk signs and refl ective
thermoplastic in pedestrian
right-of-ways. A warning
sign could be installed on a
northbound turn lane of U.S.
Highway 101.
In a separate condition,
the owners are asked to
approach nearby property
owners to rename the private
access road for fi re depart-
ment identifi cation. The road
could be named Cross Creek
Lane, Way or Drive, sub-
ject to the approval require-
ments of Clatsop County’s
Business Directory

Domestic incident
A 29-year-old Seaside man was
reported by an Astoria wom-
an July 22 at 11:49 p.m.; the
complainant said she witnessed
him abusing one of his three
children, ages 11, 10 and 5 on
Del Rey beach while impaired.
The suspect fl ed prior to law
enforcement arriving and was
not located. Police have the
man’s name.
Two elderly people who share
the same last name from Van-
couver, Washington were trav-
eling east July 23 at 11:37 p.m.
on U.S. Highway 26 by milepost
14 when the passenger com-
mented to the driver about the
darkness of the road. The driver,
73, veered off the highway on to
the eastbound shoulder, hitting
a guard rail, and stopping in
the westbound lane. Hamlet
fi refi ghters and state police
responded to the scene and
the driver was given a citation.
His Dodge van was towed. No
injuries were reported.
Reckless driving
Yovani Mora Lopez, 24, from
Hillsboro was issued a criminal
citation for reckless driving July
24 at 4:24 p.m. on U.S. Highway
26 at milepost 13, eastbound.
Troopers saw him speeding and
conducted a traffi c stop. Mora
Lopez was given paperwork to
return to court Aug. 7 and was
released from the scene.
Domestic assult
Joshua W. Raniero, 29 from Gear-
hart, was arrested and taken
into custody July 25 at 4:01 p.m.
after state police were contacted
by Gearhart police regarding
his detainment at their police
headquarters on probable
cause from an earlier Oregon
State Police report regarding
domestic assault and reckless
endangerment. Involved are
three juveniles, ages fi ve, ten,
and eleven, who live in Gearhart.
Raniero was taken to the county
jail and lodged.

Vandalism
Two Portland men are under
investigation for a vandalism
incident reported July 26 at
10:34 a.m. at the summit of
Saddle Mountain State Park.
A responding trooper located
a car with the suspects as de-
scribed by the reporting party;
the suspects, a 32-year-old male
and a 40-year-old male, denied
the vandalism. After inter-
viewing the two and getting
their identifi cation, the trooper
returned to the site of the
vandalism and photographed it
for documentation. The case is
open and under investigation.
Dog running loose
A dog running loose on U.S.
Highway 26 near milepost 21
eastbound July 26 at 17:05 p.m.,
was caught by a Tigard woman
who brought it to the junction
at U.S. Highway 101 and U.S.
Highway 26 where she was
met by a state trooper. The
dog, black German shepherd
wearing a red shock collar, was
brought to the Clatsop County
Animal Shelter by the trooper
and left in a kennel.
Cadillac vandalized
A Hillsboro woman reported
her Cadillac was vandalized
and items were taken while she
was parked at Ecola State Park
at 6:11 p.m. July 28. She said
her bankcards were stolen and
used at area stores. Police are
investigating.

Motorcycle pursuit
On July 31 on U.S. Highway 26
at 1:10 p.m., a trooper traveling
westbound on patrol saw a
large group of motorcyclists
speed racing near milepost
10. After catching up with
two involved motorcyclists,
the trooper activated their
emergency overhead lights
and siren, but the two sped
off , eluding them. Seaside
police later located one of the
motorcyclists, Beau Anthony
Marthaller, 30, from Longview,
Washington, who was issued
a criminal citation for reckless
driving and attempts to elude.
The second motorcyclist who
attempted to elude the trooper,
Spencer Jacob Carsner, 22, from
Beaverton, crashed his bike
while being pursued near mile-
post 24 on U.S. Highway 101. He
was detained by Seaside police
before being transported to the
hospital. Carsner was also issued
a criminal citation for reckless
driving and attempts to elude.
His bike was towed from the
scene by Triangle Towing.
