Car break-ins
A 40-year-old man reported July
18 at 2:15 p.m. his locked car
was broken into while parked
in the parking area at Saddle
Mountain State Park. A custom
mountain bike was stolen and
his Honda CRV damaged.
On July 18 at 4:58 p.m., a Port-
land woman told state police
her locked Hyundai was broken
into while parked in the same
area as the illegally entered
Honda. She said things were
taken belonging to her and her
California friend. Her car was
also damaged.
Reckless driving
A Texas man was arrested July
18 at 5:35 p.m., on U.S. Highway
26 at milepost 11 westbound.
Cesar Kevin Santana, 27, from
Houston, was pulled over for
reckless driving at which time
he showed signs of impairment
and voluntarily agreed to take
a standard fi eld sobriety test.
His poor performance on the
test led to his arrest; a search of
his vehicle turned up a loaded
fi rearm under the driver’s
seat. Santana’s breath sample
indicated his impairment wasn’t
alcohol related and he agreed to
further testing and was found to
be impaired by controlled sub-
stance. He was issued criminal
citations and released.
Multi-vehicle crash
A multi-vehicle crash hap-
pened on U.S. Highway 101 at
milepost 24 northbound July 20
at 1:55 p.m., when one car was
traveling around a corner head-
ing north when it encountered
three more cars stopped for
slow moving traffi c in that lane.
The fi rst car was too close to
brake and struck the rear of the
car in front of it and lost its front
passenger side wheel. It con-
tinued on to hit two more cars,
fi nally coming to rest on the
northbound shoulder. Two of
the struck cars stayed on scene
but a third car left prior to law
enforcement arrival. The driver
of the fi rst car was issued cita-
tion violations. Involved in the
accident were a couple in their
80’s from New York, two people
in their 50’s from Washington,
and a 50-year-old Seaside man.
No injuries were reported.
Intoxicants,
reckless driving
James Robert Neikes, 29, was
arrested July 20 at 9:56 p.m., on
U.S. Highway 101 at milepost 16
northbound charged with driv-
ing while under the infl uence of
intoxicants, reckless driving, and
attempt to elude. Police say they
were responding to a driving
complaint on U.S. Highway 26 at
U.S. Highway 101. The described

but the driver continued north
on U.S. Highway 101 through
Seaside and Gearhart. A Clatsop
County sheriff joined the pursuit
as well as Seaside police and
the vehicle was stopped with
spike-strips and the driver taken
into custody. As he showed
signs of impairment, Neikes was
transported to the county jail
where he provided a .07 blood
alcohol content. A blood sample
was also taken. He remained in
jail until he could be processed.
His car was towed.
Impaired driving
A driver in a black Kia was re-
ported in a driving complaint on
U.S. Highway 101 at milepost 7
and located by state police who
thought the driver might be
impaired when he was stopped.
Stephen Craig Johnson, 73, was
arrested and charged with driv-
ing while under the infl uence
of intoxicants and transported
to Seaside police headquarters
where he submitted to testing
showing a .04 B.A.C. A urine
sample was also collected.
Passed out while waiting
for fl aggers
Highway construction workers
reported July 22 at 9:45 p.m.
a female who passed out
while waiting for fl aggers near
milepost 13.3 on Highway 26.
Emergency personnel arrived
on scene and administered Nar-
can to the female and transport-
ed her to Providence Hospital in
Seaside. A trooper responded to
the scene; while performing a
wingspan search of her vehicle,
located an open metal box
containing numerous syringes,
cotton, a glass pipe contain-
ing a green leafy substance
and baggies containing white
crystals. The box was secured as
evidence of driving under the
infl uence of intoxicants and the
trooper went to the hospital
where they learned the female
had been discharged. She was
contacted by state police and
arrested, charged with driving
while under the infl uence of
intoxicants and taken to the
county jail where she secured in
a cell, a warrant applied for and
granted by a judge. A trained
medical phlebotomist respond-
ed to the jail and drew two vials
of the the female’s blood which
was secured by state police and
logged as evidence for testing.
The female was issued criminal
citations for DUII-controlled sub-
stances and reckless driving.
