Girl dies after being pulled
out to sea in Cannon Beach
Oak Ridge, Tennessee
Feb. 4, 1928 — June 19, 2021
Patricia Coff ey
She loved all types of
music and played the piano
throughout her life. She was
passionate about golf and
even taught her husband to
play the game.
Mrs. Coff ey and her hus-
band were active in the Par-
ent Teacher Association at
Tendoy and Syringa elemen-
tary schools in Pocatello.
She was also a Girl Scouts
leader and a Cub Scouts den
mother for many years.
Mrs. Coff ey is survived
by her daughter, Charlene
Ann Coff ey Luther; two
grandchildren,
Benjamin
Tyler Luther (Amy Gray),
of Johnson City, Tennes-
see, and Erin Coff ey Vingi-
ello (Tony Vingiello), of
Portland; future son-in-law,
Jerry Donald Blackburn, of
Sweetwater, Tennessee; sis-
ter-in-law, Shirley Coff ey,
of Redmond; nephews, Wil-
liam Jay Coff ey Jr. (Charles
Schomaker), of Portland,
Douglas Charles Coff ey
(Karen Coff ey), of Reno,
Nevada, and Darryl Allen
Coff ey (Lisa Coff ey), of
Redmond; niece, Julie Lynn
Coff ey Patton (Douglas Pat-
ton), of Bend; and other fam-
ily members.
Special friends include
Polly Blackburn, Bob and
Betsy Luther, Bill and Jan
Whitworth and Ferne Stude-
baker. Her long-standing
friend is Alice Anderson of
Jupiter, Florida.
Patricia was much-loved
and will be deeply missed.
Heartfelt thanks are
extended to the compassion-
ate and professional staff at

ing of Oak Ridge and Caris
Healthcare for all of their
caring assistance to Patri-
cia Coff ey, our mom and
grandma.
Interment will be at Ocean

Byron Mark Steinman

April 26, 1950 — May 31, 2021
Byron Mark Steinman
(most knew him as Mark)
was born April 26, 1950,
in Olympia, Washington,
to Lawrence and Shirley
Steinman.
Mark fell asleep in death
on May 31, 2021, due to a
brain aneurysm, followed by
a hemorrhagic stroke.
Mark spent part of his
childhood in St. Helens, but
spent his summers in Sheri-
dan, with his grandparents.
He met his wife, Belinda
Barbee, in Seaside. They
were married July 4, 1970.
Growing up in a logging
camp, he fell in love with
being in the woods, which
led him to become a logger.
He later worked as an inde-
pendent truck driver.
He also enjoyed hunting,
fi shing and camping, where
he spent most of his time
making memories with his
family.
Mark was raised as one of
Byron Steinman
Jehovah’s Witnesses, and at
the age of 12, dedicated his
life to his faith. He was well
known for his strong faith,
his knowledge of the Bible
and his love for sharing it
with others.
After retirement, one of
his greatest joys was spend-
ing time with his growing
family and going on count-
less family trips with many

Patricia Velma Coff ey
Patricia Velma Coff ey,
93, of Oak Ridge, Tennes-
see, died peacefully on June
19, 2021, at the Common-
wealth Senior Living facility
in Oak Ridge.
Mrs. Coff ey was born
Feb. 4, 1928, in Lewiston,
Idaho, raised in Astoria, Ore-
gon, and lived in Pocatello,
Idaho (1951 to 2005), before
moving to Oak Ridge in
2005 to be near her daughter
and grandchildren.
Her
parents,
both
deceased, were Leonard
Rohn Andrews and Asta
Lucy Andrews; each worked
as a dentist in Astoria. Mrs.
Coff ey assisted her father
in his dental offi ce, later
worked for the telephone
company in Astoria and was
employed by the school dis-
trict in Pocatello.
Mrs. Coff ey had one
brother,
Gary
Rohn
Andrews, who preceded her
in death.
Mrs. Coff ey married
Charles Victor Coff ey in
1951, and was his beloved
wife until his death in 1988.
They resided in Pocatello
and raised two children,
Charlene Ann Coff ey Luther
and Bruce Allen Coff ey,
who preceded Mrs. Coff ey
in death.
Mrs. Coff ey was active
in the First United Presby-
terian Church of Pocatello
as an elder and a Sunday
school teacher, and in the
Ruth and Radiant chapters
of the Order of the Eastern
Star, primarily as a musician.

man; and 11 grandchildren,
Zachary Chase, Cord Chase,
Bowen Chase, Brayden
Chase, Trevor Phillips, Abi-
gail Phillips, Logan Stein-
man, Kaleb Steinman, Chloe
Steinman, Briana White and
Gabriel White.
Mark will be dearly
missed by his family and the
many friends he made across
the Pacifi c Northwest.
A memorial service via
Zoom will be held on July
10 at 3 p.m. The Zoom ID is

A Portland 11-year-old girl died after she
was swept out to sea last Thursday afternoon
by a tide north of Haystack Rock in Cannon
Beach.
Offi cials say the girl was located by a
U.S. Coast Guard aircrew and brought back
to shore by a jet ski and rescue swimmer.
She was fl own to a hospital. She was iden-
tifi ed by her family as Lily Pearl Markwell,
11, of Portland.
In an obituary, the family said Mark-
well died on Friday at Providence St. Vin-
cent Medical Center in Portland after being
pulled from the water on Thursday.
“Lily was a spirited, beautiful girl since
before she was born,” the obituary said.
“When she wasn’t reading a book (fantasy
was always a favorite) she was out fi nding
adventure — rock climbing, swimming, bik-
ing, or just playing with her siblings. Lily
was a joy to be around. She was usually very
straight-faced, skeptical and a little sarcas-
tic but always kind, especially to those who
were vulnerable or overlooked.”
A GoFundMe page has been set up to
help the family with medical and funeral
expenses.
Ninth county resident
dies of coronavirus
A ninth Clatsop County resident has died
from the coronavirus.
The Oregon Health Authority described
the person as an 89-year-old woman who
tested positive on April 11 and died at home
on June 1. No other information was imme-
diately available.
The health authority has recorded 1,060
virus cases in the county. Twenty-fi ve were
hospitalized and nine have died.
There has been a spike of more than two
dozen virus cases reported over the past
week.
A spokesman for the county said Monday
that the cases are tied to households, gather-
ings, workplaces and schools.
He said none of the cases tied to work-
places have reached the state’s threshold for
disclosure, which is fi ve for workplaces with
30 or more employees.
The county declined to provide any
more information about the cases.
Parking change on
Ocean Vista in Seaside
Speeding vehicles and limited visibility
prompted the Seaside City Council to enact
a parking restriction on Ocean Vista Way.
“When you are coming around, you’re
coming down Ocean Vista, and you’re going
to make a left on to Beach Drive, you cannot
see around because of the cars there,” City
Councilor Tita Montero said.
The Transportation Advisory Commis-
sion reviewed the parking issue at the inter-
section of Ocean Vista Way and Beach
Drive and came to the conclusion that park-
ing on the west side of Ocean Vista should
be eliminated, Public Works Director Dale
McDowell said at Monday’s City Council
meeting. “Vehicles are parking on the grassy
shoulder next to the Tides chain-link fence,
narrowing the traffi c lanes to a mere 13 feet
wide.”
In the last year-and-a-half, people have
started parking on the grass “when there’s
really no need to,” McDowell said. “There’s
normal parking on that side of the street,
up to the ADA ramp and that’s as far as we
want it to go. So we would sign everything
beyond that point.”
The advisory commission recommended
designating the area as “no parking this side
of street” from the existing asphalt Ameri-
cans with Disabilities Act-accessible ramp
to the end of the fence.
The change will aff ect three spaces,
McDowell said.
Mayor Jay Barber and city councilors
Randy Frank, Tom Horning, Tita Montero,
David Posalski and Steve Wright unani-
mously approved the parking change. Dana
Phillips was absent.
