OBITUARY
Frank Joel “Todd” Vollmer
Warrenton
July 6, 1934 — April 17, 2021
Capt. Frank Joel “Todd”
Vollmer, veteran tow boat
and pilot launch operator,
left the Wheel House and
crossed the bar on April 17,
2021.
Todd was born in Asto-
ria on July 6, 1934. He
grew up in Hammond, and
attended Star of the Sea
schools.
He was baptized in the
Columbia River, where he
spent his childhood. He
had an early passion for
the tug boats at a young
age and always knew he
wanted to work on the river
for a living.
Todd married Kay Mag-
nuson in July 1954, and
they were married for 66
years. They became parents
to their daughter, Vicki,
and sons, Allen and Robert.
Todd loved his family and
friends, and anyone else
who would stop by and lis-
ten to his stories.
Todd began his career
at 16 with Arrow Tug and
Barge, then Knappton Tow-
boat Co., then Brix Mar-
itime and fi nally retiring
after 50 years
on the river with
Foss Maritime.
Known
to
many in the busi-
ness as “Crash,”
he worked hard
with a variety of
personalities and
characters. This enabled
him to hone his skills, and
he became a brilliant boat
operator who took pride in
all he did — it’s what made
him tick, and he loved
being a captain, a tow-
boater. He was proud to say
that he would
never tell you
to do something
he wouldn’t do
himself.
Even after his
formal retire-
ment,
Todd’s
continuing love
of the tugs took him to
Alaska to work on some
projects for Campbell Tow-
ing & Marine. Todd spent
his real retirement time
fi shing, clamming, can-
ning tuna, boiling crab and
smoking cheese.
He also loved to rebuild
salmon rods and reels
and hang out in his own
Wheel House with friends
and family. He was a real
do-it-yourselfer, and no
project was too diffi cult
to take on. He shared his
knowledge of repairing just
about everything with his
children and grandchildren,
and taught them many valu-
able lessons.
Todd had a lifelong love
for his family’s pets — from
his fi rst dog, “Mike,” to his
last, “Roxie” and “Leo.”
Todd is survived by his
wife, Kay Vollmer; daugh-
ter, Vicki (Doug) Locke;
sons, Allen (Lynette) Vol-
lmer and Robert (Meri)
Vollmer; sister, Rosemary
Stevenson; brother, Rob-
ert Vollmer; seven grand-
children, along with three
great-grandchildren; and
many nieces and nephews.
There will be a small
memorial for family mem-
bers in July. Thank you for
considering a gift, in Todd’s
memory, to a charity of
your choice.

throwing chicken bones to
seagulls are advised to stop
as chicken bones are not part
of a normal sea gull’s diet.
April 17
12:56 p.m., Safeway parking
lot: A person is arrested on a
warrant after being reported
drinking alcohol in public.
3:17 p.m., Junction, U.S.
Highway 101: The runner
involved in a recent motor
vehicle hit and run accident
is located by police.
4:13 p.m., 3500 block Sunset
Blvd.: Emergency medical
response.
6:13 p.m., Turnaround: A
5-year-old boy reported miss-
ing is located.
7:01 p.m., Avenue U and
Ocean: Caller reports a surfer
possibly in distress. The surf-
er made it out of the water
safely. Rescue personnel on
scene.
8:24 p.m., Beach Drive,
Avenue U: Police respond to
a report of people possibly
camping in their RV. Due to a
language barrier not every-
thing was clear, but police
left with the understanding
they aren’t camping but are
just waiting for friends or
family members to return
from the beach.
11:47 p.m., 900 block Beach
Drive: Occupants of a rental
house are advised to move
their car off the roadway and
on to the driveway of the
rental. A complaint was made
of noise the dog was making
inside the car. They said they
were not allowed to bring
the dog inside the house.
April 18
3:09 a.m., Ocean Way: A
subject found sleeping on
private property is asked to
leave.
6:07 a.m., 2300 block S. Roo-
sevelt: A person who refused
to leave private property is
permanently trespassed.
7:07 p.m., 1900 block NW
Warrenton Drive: A woman
reports her husband missing
as he is 30 minutes late com-
ing home from work.
April 19
7:03 a.m., 1000 block N.
Holladay: A deceased person
is reported.
2:35 p.m., 900 block Beach
Drive: A request for a welfare
check concludes with a
8:12 a.m., 600 block 15th
Avenue: A deceased person is
reported.
call for emergency medical
assistance.
3:52 p.m., Taco Bell, S. Roo-
sevelt: A person is arrested
for driving while under the
influence of intoxicants.
8:46 a.m., 1000 block Ave-
nue E: A transient reported
lying on the sidewalk tells
police he is ok. He is advised
not to block the sidewalk.
April 20
2:15 p.m., Quatat Park: Caller
reports boat tied up at the
park is sinking. Owner arrived
on scene and tried to retrieve
boat.
3:12 p.m., 10th and Necan-
icum: An abandoned camp
trailer is tagged for tow.
3:14 p.m., 10th and Necan-
icum: An abandoned motor
home is tagged for tow.
3:16 p.m., 11th and Necan-
icum: An abandoned motor
home is tagged for tow.
3:21 p.m., 11th and Necani-
cum: An abandoned truck is
tagged for tow.
7:48 p.m., 85000 block U.S.
Highway 101: A person is
arrested on a warrant.
April 21
2:15 p.m., U.S. Highway 101
milepost 26: A person pulled
over for possible driving
while intoxicated is found
sober but driving with a
suspended license.
April 22
2:33 a.m., 500 block N. Wah-
anna: A subject is arrested on
a warrant.
3:48 p.m., 1000 block S. Hol-
laday: A transient reported
napping on the sidewalk has
his feet off the curb, blocking
the roadway, a caller said.
The subject told police he
was just resting his legs and
will be moving along shortly.
11:57 p.m., 700 block S. King:
Subjects reported of suspi-
cious behavior are warned
they will be arrested if they
continue their activity.
8:49 p.m., Estuary: Fire inves-
tigation.
April 18
11:17 a.m., 33000 block
Rosey Lane: Fire investigation.
11:29 a.m., 1800 block Pine
Ridge Drive: Structure fi re.
Flames and smoke reported.
3:15 p.m., Avenue A: Emer-

Two-car accident
Two cars were involved in an
accident April 17 at 8:44 p.m.,
on U.S. Highway 101 near mile-
post 25 when one car parked
on the northbound shoulder
was struck on its left side by
another car pulling out. Both
cars remained parked on a
gravel parking area off the
roadway until police arrived.
Nobody was injured.
Disorderly behavior
A person reported behav-
ing in a disorderly manner
and possibly high on drugs
brought troopers to the Rite
Aid parking area in Seaside on
U.S. Highway 101 April 18 at
10:20 p.m. As Seaside police
reported they were short-
handed, Oregon State Police
arrested Charles Seth Poindex-
ter, 24, and took them to the
county jail.
