Drive: A surrey rider reported
throwing an empty beer can
into bushes is unable to be lo-
cated by police who were busy
on a priority call.

evelt: A person is arrested and
charged with driving while un-
der the infl uence of intoxicants.
8:05 a.m., Ocean shore and
the Shilo Inn: Tents reported on
beach.
2:29 p.m., American Legion: A
person is arrested on a warrant.

7:12 p.m., Ocean Way
restrooms: Police received a
report of a person with dimin-
ished capacity separated from
a friend. The subject was later
located in a restaurant, found
to be ok, and soon to be picked
up by the friend.
7:55 p.m., 600 block S. Franklin:
Police are contacted by a caller
who said their landlord threat-
ened to change their locks.
The caller is advised of the civil
eviction process.
11:22 p.m., Broadway and
Wahanna: A person reported
hollering in the street is taken
home to their apartment.

11:59 p.m., 2400 block S. Roos-
evelt: A disturbance is reported.

3:36 a.m., Broadway Park: A
subject in the park after hours
reluctantly agrees to move
along.
7:34 a.m., U.S. Highway 101:
Caller requests a welfare
check on a person wearing no
shoes who appeared cold. The
subject declined to talk to the
offi cer and did not appear to be
in distress.
12:29 p.m., Beach and Turn-
around: A subject is told they
can’t drive on the beach.
3:27 p.m., Section Line: A per-
son is arrested on a warrant.
11:48 p.m., 400 block Avenue
U: A disturbance is reported.

10:50 a.m., 1600 block N. Roo-
sevelt: A man reported scaring
his wife decides to move along.
11:02 a.m., 12th and Prom: A
man driving a golf cart on the
roadway is advised it is illegal
to do so.

F: A man is arrested on three
warrants.

Intoxicated speeder
Troopers clocked a 43-year-
old Fairview driver traveling
eastbound on U.S. Highway 26
near milepost 13 going 91 mph
March 26 at 3:42 p.m. Anna
Sigrid Silver was pulled over
and discovered intoxicated.
She was arrested for driving
while under the infl uence
of intoxicants. She and her
11-year-old passenger were
transported to Providence
Seaside Hospital and released
to a sober adult. Silva’s blood
alcohol content was .26%. Her
car was towed from the scene
by Gary’s Towing.

State police responded April
3 at 11:37 a.m., to a report
of a single-car crash on U.S.
Highway 101 at milepost 16.
A 55-year-old man behind
the wheel was uninjured. The
Gearhart fi re department and
ODOT were on scene. His Ford
Escalade was towed from the
scene by Classic Towing.
Cited and released
An 18-year-old Seaside woman
was arrested and charged
with driving while under the
infl uence of intoxicants April 3
at 7:09 p.m., on the 4400 block
of U.S. Highway 101 after being
stopped near milepost 18 for
multiple driving violations.
After being asked to perform
multiple fi eld sobriety tests
which she did poorly on, the
driver was transported to the
Clatsop County jail where
she willingly provided a urine
sample and submitted to the
chemical test which showed a
blood alcohol content of 0.0.
She was cited and released. A
Clatsop County deputy per-
formed a drug recognition test.
Gary’s Towing removed her car
from the scene.

man who was found guilty
of several charges tied to
“peeping Tom” incidents in
his neighborhood.
Kirk Richard Cazee, 59,
was sentenced to more than
35 years in prison in 2018
after a Circuit Court jury
found him guilty of peer-
ing through bedroom win-
dows and recording vid-

private moments. He was
convicted on six counts of
using a child in a display
of sexual conduct, eight
counts of invasion of per-
sonal privacy, fi ve counts
of stalking and four counts
of criminal trespass.

A 37-year-old Portland man
was involved in a rollover crash
March 28 at 11:29 p.m., on U.S.
Highway 26 near Jubilee Lane.
His Chevy Malibu traveling
eastbound drove off the high-
way and into a ditch where
it came to rest on its top. The
driver reported pain to his neck
but was otherwise uninjured.
Classic Towing removed his
car and the driver was given a
courtesy ride to Seaside where
he waited for someone to pick
him up and bring him home to
Portland.

Frances “Fran” Lou
Jimenez (Rumbaugh), 89,
passed away peacefully on
March 24, 2021, after a cou-
rageous and determined four-
year recovery from a stroke
in Bend.
Fran was born in Ada,
Ohio, on May 16, 1931, and
raised in Washington, D.C.
She was married 67 years to
her high school sweetheart,
Frank. She graduated from
Catholic University with a
bachelor’s degree in nursing
in 1954.
She then married Frank,
who was beginning his
career in the U.S. Air Force.
Fran continued her nursing
career for 40 years, living in
numerous states while being
an active Air Force offi cer’s
wife for 26 years.
Together for most of their
lives, Fran and Frank experi-
enced, lived, loved and trav-
eled the world.
Fran was an avid quil-
ter, creating many beauti-
ful quilts over the years. She
enjoyed and was dedicated to
her aerobics classes, church
and volunteer work.
Fran appreciated good
wine, music and the company
of wonderful friends. For 30
years, Fran was an active vol-
unteer and served as board
member for the Tigard and
Seaside food banks of the
Society of St. Vincent de Paul
in Oregon.
She will be missed for
her welcoming, spirited, fun
and pleasing personality
to her friends, patients and
associates.
Fran is survived by her
loving and dedicated hus-
band, Frank; daughters, Alisa
and Elaina (Pat Martin); and
her two grandchildren, Shan-
non and Patrick.
Private family services
were held at St. Francis of
Assisi Catholic Church in
Bend. A celebration of Fran’s
life will be held at a later date.
