Joan Emily (Paaso) Hansen
Milwaukie
July 15, 1929 – Nov. 22, 2019
Joan Emily (Paaso) Han-
sen was born in Astoria
on July 15, 1929, the fi rst
child of Aner and Florence
(Elliott) Paaso. She spent
her early life in
Hammond, Ore-
gon, and received
the
American
Legion award on
her
graduation
from Hammond
Grade School.
As a child, she
enjoyed tap, ball-
room dance and
piano lessons. She graduated
from Astoria High in 1947.
Joan’s ambition was to be
a kindergarten teacher, but
after attending Fresno State
College and Linfi eld Col-
lege for a couple of years,
she changed to business
school and then did secre-
tarial work in Astoria, Port-
land and Seattle. She mar-
ried Robert Hansen in 1952.
Their daughter was born in
Astoria and their son in Coos
Bay, but they spent most
of their married life in Mil-
waukie, Oregon, returning
to Astoria from
1980 to 1998. Bob
was part owner
of a barber shop,
and they were
active in Peace
Lutheran Church.
They returned to
the Portland area
to help their son,
who suffers from
multiple sclerosis.
Joan loved to travel
and she was able to visit
Europe, the Caribbean,
Hawaii and Alaska over the
years. She enjoyed the the-
ater and attended many live
performances.
Joan’s
passing
was
peaceful. She will be greatly
missed by everyone who
knew and loved her.

Construction leads
to detours on South
Holladay Drive

Roadwork is under-
way on South Holladay
Drive, and drivers may
face delays.
Blocks between Ave-
nue C to Avenue B are
closed this week as the
workers replaced the
clay tile sewer main. All
overhead utilities will be
placed underground.
The work is part of the
Southeast Seaside Urban
Renewal Plan’s Holla-
day Streetscape Project,
which calls for installa-
tion of new sanitary sewer,
storm sewer, underground
service provider utili-
ties, ADA accessible side-
walks, reconstruction of
the roadway, asphalt pav-
ing and street lighting.
The project is being
paid for with water, sewer
and road district funds,
Public Works Director
Dale McDowell said.
The city will conduct a
block-by-block closure to
replace a sewer force main

According to City
Engineer Jeff Liljenwall,
the city will then start run-
ning underground conduit

struck a vehicle, and then
hit a pedestrian, according
to eyewitnesses at the inter-
section of 12th Avenue and
North Holladay Drive in
Seaside shortly after 8 p.m.
Saturday, Dec. 7.
At the scene, Fire Chief
Joey Daniels said the
pedestrian was taken to
Columbia Memorial Hos-
pital’s trauma center in
Astoria for treatment. His
name and condition were
not released.
The driver of an SUV
“blew right through the
stop sign” eyewitness Nick
Snook said, after hitting
another vehicle. “I saw a
purple car stopped at the
stop sign. The SUV clipped
him, and didn’t stop.”
Snook said he didn’t
know someone had been
hit until he saw the pedes-
trian on the sidewalk. “I
saw his glasses and they
were all shattered.”
According to Snook, the
driver of the SUV “blew
right through the stop sign
and hit the pedestrian.”
Seaside Police Sgt. Josh
Gregory said at the scene
a suspect had been appre-
hended at 15th Avenue and
North Holladay Drive.

On Friday night, Dec.
6, at 10:23 p.m., the Sea-
side Police Department
responded to a party at
the Coast River Inn, 555
Avenue G, where several
minors and adults were
cited for alcohol-related
charges.
One male responsible
for the party, Landon War-
rilow, 33, of Gresham, was
cited for furnishing alcohol
to minors.
More than 20 other peo-
ple, ranging in age 15 to
20, were cited for minor in
possession of alcohol.
Several other people in
attendance who provided
breath samples and found
to have no alcohol in their
blood departed the area
without citations.
Ian Conley, 20, of Cor-
nelius, was also arrested
for an outstanding warrant
out of Washington County.
On Saturday, Dec. 7,
staff at the same hotel
called Seaside Police to

another
party was
beginning
at the same
location
and when
Landon
officers
Warrilow
arrived the
people in
attendance departed before
police were able to detain
them.
On Sunday, Dec. 8, offi -
cers learned that the same
group of people may be
having a party at 708 24th
Ave.
By this time offi cers
learned that the previously
arrested Warrilow had pro-
vided false information
during the issuance of a
citation Friday evening and
probable cause now existed
for his arrest on the charge
of providing false informa-
tion to a police offi cer.
Upon arrival at this lat-
est party, location offi cers
were allowed to enter the
residence to arrest Warri-
low on the new charge and
the party was dispersed.

Eric Friedman, M.D., is a board-
certified general surgeon. He
received his medical degree from
the University of Pittsburgh School

residency at Oregon Health and

and raised in Philadelphia and
in his free time enjoys hiking
and traveling.
Manfred P. Ritter, M.D., received
his medical degree from Ludwig-
Maximilian-University of Munich,
in Germany. He completed his
internship and residency at the
Keck School of Medicine of the
University of Southern California
in Los Angeles. He also completed
a fellowship in esophageal/gastric
surgery and colorectal surgery at
the same school. Dr. Ritter is board
certified and is a fellow of the
American College of Surgeons.
