BETWEEN THE COVERS ESTHER MOBERG C hange is happening here on the Oregon Coast, and the three public libraries in Clatsop County are working together on something new. Thanks to an agreement between the cities of Astoria, Sea- side and Warrenton, we now have a new shared library catalog sys- tem between the three separate libraries to show all of our library materials in one online catalog. For Seaside Public Library patrons, this means it is far easier to place holds on books and other materials in Astoria and Warrenton and then the items will be deliv- ered by our new courier system within a week or two. We wanted to maximize our collections and share them while also bringing some of our software costs down. If we all share the same software and vendor, we are no longer pay- ing three times for the same thing. Each year, the Oregon Department of Education announces income guidelines that allow students to qual- ify for free or reduced price meals. The guidelines are deter- mined by U.S. Department of Agriculture and are the same for schools operating the National School Lunch and School Breakfast Programs. Schools that do not offer these programs may offer the Special Milk Program, which includes free milk to eligi- ble students using the below guidelines. Under these federal pro- grams, qualifying students receive meals or milk with- out charge or may pay a reduced price of no more than 40 cents for lunch. However, the Oregon Legislature pro- vided funding to eliminate the reduced price payment for School Breakfast and Lunch so for the 2019-20 school year, breakfast and lunch will be accessible at no charge to students who qualify for reduced price meals. Households receiving SNAP or TANF benefi ts will be directly certifi ed to receive free meal or milk benefi ts by a letter from their school advis- ing them of their eligibility for free meal or milk benefi ts. Schools will accept the DHS notice/certifi cation letter from students as proof of eligibil- ity for free meals or milk. No other application or verifi ca- tion of eligibility is required for students directly certifi ed. When known, the house- hold will be notifi ed of any child’s eligibility for free meals if the individual child is receiving educational support through migrant education, homeless or runaway educa- tion, Head Start or is in fos- ter care. Households notifi ed of their children’s eligibility must contact the school if the household chooses to decline the free meal benefi ts. Households not directly certifi ed may complete a con- fi dential application for free or reduced price meals or free milk. An offi cial at the school will review the confi - dential application and deter- mine eligibility. Children in eligible households may receive meal benefi ts regard- less of immigration status.
