Avenue: An ongoing issue
between neighbors regarding a
wandering dog resulted in a
police officer rounding up and
escorting the dog home. A
message was left for the dog’s
owner.
10:10 p.m., Police headquarters:
A subject came in to update
their registry as a sex offender.
July 30
2:36 p.m., 200 block Broadway:
The mother of a trespassed sub-
ject took exception to her son
being told he was trespassed af-
ter a reporting party asked him
to leave the premises and he
didn’t. Police gave the mother
the contact information of the
manager of the establishment.
4:52 p.m., Avenue G and the
beach: A child reported missing
was brought to the lifeguard
stand where the child was
reunited with a parent.
6:11 p.m., Avenue A and the
beach: Police respond to a
report of a red truck driving on
the beach. It is determined the
driver has a permit to drive on
the beach to set up for a wed-
ding soon to take place.
July 31
1:43 p.m., 900 block 15th
Avenue: A missing person was
reported.
11:42 p.m., 9th and Downing: A
disturbance was reported.
Aug. 1
3:54 a.m., Broadway and
Columbia: Assistance was
rendered.
2:34 p.m., Mill Creek Lane: Call-
er reports being involved in a
disturbance with her sister. Both
parties agree to separate when
police arrive.
4:27 p.m., Beach Drive: Caller
reports her car has been stolen.
The car is subsequently located
where the woman had forgot-
ten she parked it.
7:36 p.m., Broadway: Sex crimes
are reported.
8:13 p.m., Fourth Avenue: An
assault is reported.
Aug. 2
2:09 a.m., Avenue U and The
Prom: Complainants report a
male subject on the beach, yell-
ing and throwing rocks at them.
Complainants were not hit with
rocks or otherwise injured in
altercation. Officers contacted
subject, who made multiple
unfounded claims about people
in the area and appeared to be
suffering from mental health is-
sues. Subject received a warning
for disorderly conduct.
8:22 a.m., Avenue B and
Roosevelt: A dispute took place
over whether a person would
or would not pay their cab fare.
After police intervened, the
woman agreed to pay her fare.
11:02 a.m. 12th Avenue: A man
who gave a woman his laptop
to borrow is upset when she re-
fused to return it. He is advised
of options.
11:16 a.m., Broadway and Co-
lumbia: A man is warned against
preaching the “Word of God” on
an amplified device. He says he
will continue to share the word,
but not amplified.
4:17 p.m., Avenue U and the
beach: A man accused of forni-
cating in the sand is advised of
the complaint.
Aug. 3
2:25 p.m., North Lincoln: The
subjects of a verbal dispute are
advised.
3:25 p.m., Oceanway: Caller
reports her boyfriend has
decided to leave town with all
her belongings and that he’s a
suspended driver not permitted
behind the wheel. Police say
they will be on the lookout for
him.

6:43 a.m., Avenue K and Ocean
Shore: A person wanted on a
warrant is caught and charged
with resisting arrest and dis-
orderly conduct in the second
degree.
2:07 p.m., Highway 101 and
Dutch Bros: Police respond to a
report of a child being slapped
by their caregiver. By the time
police arrive, all concerned
parties have left the scene.
Aug. 5
6:44 a.m., 700 block South
Columbia: A person is arrested
and charged with assault in the
fourth degree, resisting arrest
and disorderly conduct.
10:40 a.m., 1100 block North
Roosevelt: A person is arrested
and charged with possession
of methamphetamine and
OxyContin.
4 p.m., police station: A person
comes in to register as a sex
offender.

Roosevelt: Police respond to a
report of a woman said to have
struck her child. Both mother
and child were gone when
police arrived and there was no
videotape of the incident.

ported to be yelling obscenities
was given a courtesy ride to the

lice respond to a welfare check
call regarding a man sitting in
a vehicle whose engine was
running. The occupant said they
were fine and were waiting on
some crab pots.

Avenue: Officers respond to a
request for a welfare check; the
subject said they are fine and
not a danger to themselves or
others.

3:38 a.m., 2400 block South
Roosevelt: A pair of suspicious
subjects were sitting in a vehicle
behind a dining establishment
closed for hours. One is well
known to the police. It was
explained to the pair their
behavior raised eyebrows and
they were told to find a better
place to loiter.
2:06 p.m., Avenue E and
Wahanna: A person is arrested
and charged with possession of
methamphetamine.
6:20 p.m., Avenue C and South
Holladay: Police respond to
a report of young girls being
followed and spoken to by men
in a van. Police ascertain the
“girls” belong to parents who are
in the van. Police noted one of
the described “young girls” is 35
years old.
10:05 p.m., Lea Way: A person is
arrested for being in violation of
a restraining order.

ASTORIA — A Washing-
ton state man was sentenced
today to more than 30 years
in prison for raping a Cali-
fornia girl in 2015 and leav-
ing her in a car in Astoria.
Russell Wayne Deviney,
50, of Everett, Washington,
pleaded guilty last week to
first-degree rape, first-degree
unlawful sexual penetration,
first-degree sodomy and us-
ing a child in a display of
sexually explicit conduct. He
originally was also charged
with first-degree kidnapping,
three counts of first-degree
sexual abuse and second
counts of the four charges
for which he pleaded guilty
before eventually reaching a
deal with the Clatsop County
District Attorney’s Office.
Authorities say Devin-
ey abducted the 15-year-old
girl in Sanger, California, in
May 2015 after posing as
an 18-year-old man on Ins-
tagram. After fighting with
her mother one night, the girl
allegedly left her house and
entered a 2004 Nissan pick-
up driven by Deviney, who
had encouraged her to do so
through the social media app.
“I suffered and was tor-
tured mentally,” the girl said
in a statement read today
in court by Clastop Coun-
ty Deputy District Attor-
ney Ron Brown. “No child
should have to consider the

question, ‘How do I kill this
guy so I can go free?’”
Deviney, authorities say,
drove north without let-
ting the girl leave the car.
He raped her at a rest stop
somewhere in Oregon and
took pictures of her perform-
ing sex acts. He then parked
at McDonald’s in Astoria,
which police said was not
his final intended destina-
tion, and left the girl behind
and fled. Police arrested him
south of Cannon Beach later
that week.
The plea agreement in-
cluded a presumed sentence
ranging from more than eight
years to more than 33 years
in prison — or exactly 400
months.
Following statements by
Brown, the girl, her mother
and Sanger Police Detec-
tive Romero Garcia, Circuit
Court Judge Dawn McIn-
tosh’s intentions were clear.
“How do I get to 400?”
the judge asked Brown. Le-
gally, though, she conclud-
ed she could only sentence
Deviney to 370 months.
In testimony before the
court, Deviney described his
past life as a married man
with eight children, a job as
a computer programmer and
no prior convictions.
“I just really want to say
how sorry I am,” Deviney
said. “I am a father and I do
understand this situation was
a bad situation. This situation
escalated into something I
had never intended.”
But McIntosh found the
rest of his statement to be too
centered on self pity rather
than remorse for the victim.
“I’m not going to lecture
you because, frankly, I don’t
think it will make much of a
difference,” McIntosh said.
The two-year legal bat-
tle before the guilty pleas
involved multiple motions
that included requests for
text messages on Deviney’s
phone and video surveillance
from a Walmart in Salem.
Federal prosecutors, who
considered charges stem-
ming from the FBI’s involve-
ment in the investigation,
agreed not to pursue further
charges.
Brown, Garcia and the
girl’s mother all noted that
the young woman went miss-
ing on Mother’s Day. “I cel-
ebrate Mother’s Day every
day because I have her,” the
girl’s mother said.
