The incident is under investigation. 9:09 p.m., Third Avenue and Antler: Individuals were warned against camping in a no-camping area. 5:32 p.m., Broadway: A property crime was committed at a local business when a caller reported that a staf member’s iPhone was stolen by a juvenile. Oicers arrived and interviewed all parties. The cell phone was returned. No criminal charges were pursued. 6:44 p.m., S. Roosevelt: Caller re- ported a subject refusing to leave the premises after being told to leave. Oicers arrived. The suspect was told not to return. Feb. 6 3:39 a.m., S. Holladay Drive: A cell phone found on S. Holladay Drive was turned into the police. 9:47 a.m., S. Roosevelt Drive: A chicken which had wandered of was located and taken home. 10:30 p.m., N. Franklin: Oicers responded to a call about a patient leaving a care home. Before oi- cers made contact, the patient had returned. 11:11 p.m., 17th Avenue: Caller reported an alarm sounding in her area but didn’t want police to come as her roommate does not like the police. Oicers came any- way and found no alarm. The caller called back three times before the alarm was found. Feb. 14 12:21 p.m., Third Avenue: Caller reports a strange male on their property. Police determined the person was part of a group attend- ing a next door meeting. 10:03 a.m., S. Roosevelt Drive: A man known to have previously trespassed several times was reported to be standing at the north doors of a building on S. Roosevelt. After speak- ing to an oicer, the man moved on. 6:57 p.m., N. Franklin: Roommates having an argument quit arguing after police arrived. 10:23 a.m., Sixteenth Street: Caller reported a cat trapped in a garage and in distress. Feb. 15 Feb. 7 1:15 p.m., S. Holladay Drive: A sex ofender registered their presence with police regarding their residen- tial location. 11:37 p.m., Fourth Avenue: Police responded to a report of a speeder; police were unable to locate the driver. Feb. 9 12:03 p.m., Broadway: A ring found on Broadway was turned over to the police. Feb. 10 7:35 a.m., Lewis and Clark Road: Police responded to a report of an individual on the road with their hands down their pants in front of children boarding a school bus. The subject was contacted and their mother was advised. 9:17 p.m., Eleventh Avenue: Caller reported a disturbance involving parents. Oicers responding were only able to contact the mother. It was determined no crime had been committed. 11:31 p.m., Avenue A: A man was arrested for smoking marijuana in a lot. 10:26 a.m., S. Holladay Drive: Caller reported the side of their business had been tagged with graiti over the weekend. Police are investigating. 7:38 p.m., Avenue I: Caller report- ed a suspicious person on a con- struction site; police were unable to locate the person but secured the premises. 8:16 p.m. , S. Holladay Drive: Caller reported loud music and a verbal disturbance coming from the neighbors; police responding told the people to turn it down. Feb. 16 3:34 p.m., Highway 101: Caller re- ported a driver weaving in and out of traic and crossing the shoulder of the road. Police were unable to locate the vehicle. 5:15 p.m., S. Columbia Avenue: Complainant lagged down an of- ficer on patrol to report a problem of children playing in the street and obstructing traic; he was told that was not a crime. 11:17 p.m., S. Roosevelt Drive: Oicers responded to a report of pute or disturbance; upon arrival, there was no sign of a disturbance. people behaving suspiciously; police told the individuals to move along. 11:07 p.m., Second Avenue: Oicers responded to a call about a couple fighting on; it was determined they couple were only yelling at each other and there was no physical aspect to the argument. Feb. 17 1:10 p.m., 16th Avenue: Caller reports a man in a tree screaming and yelling; oicers locate the person and warn him for disorderly conduct. 14:56 p.m., Highway 101: Caller re- ports an elderly man in a bright red car driving erratically; police pulled the driver over. He turned around and went in the opposite direction. Feb. 21 4:52 p.m., Spruce Drive: Reports of loud noise and disturbance; oicers on the scene found a woman and her children. The woman told police she was just getting her kids ready for bed. Feb. 18 By Kyle Spurr EO Media Group The two inmates who tried escaping from Clat- sop County Jail last sum- mer have each been on the hook to pay off more than $2,100 in restitution for the damage they caused. Kevin Michael Burn- ham and Anthony Craig Osborne were accused of breaking off a shower Anthony Craig drain grate, tying it to a Osborne bedsheet and swinging it against a window multi- ple times until the window shattered. Both are serving prison sentences related to the escape incident and other previous charges. Osborne, 25, of Seaside, successfully argued in Clatsop County Circuit Court Friday, Feb. 26, that he should only have to pay for damage he caused to a smaller window a few days prior to the escape attempt. He claims he was not in- volved in damaging the larger window. “That’s what I was accused of, but I was never convicted,” Osborne said via video link from prison. Judge Philip Nelson agreed, and ruled that Osborne will be responsible for paying $673 for the smaller window. Burnham, 26, of Sea- side, will be responsible for paying off the re- maining restitution. The $2,154.73 restitution amount covers WKHWHPSRUDU\DQGSHUPDQHQW¿[HVWRWKHWZR windows involved. %XUQKDP SOHDGHG JXLOW\ WR ¿UVWGHJUHH DW- tempted escape for the jail incident. Oicers responding found no one; extra patrols were assigned to the area. 8:18 p.m., The Prom: Caller reports a possibly intoxicated bicyclist; oi- cers located the person and issued a warning. 5:01 a.m., Avenue G and Columbia: Oicers responded to a report of a man wearing a white robe walking down the middle of the street. The person was located and advised. Feb. 22 12:31 p.m., S. Roosevelt Drive: A hit-and-run motor vehicle accident occurred. No injuries were reported. Feb. 19 5:26 a.m., S. Roosevelt Drive: A cou- ple were advised that they could not camp there and were issued a warning against unlawful lodging. 10:53 a.m., 16h Avenue: Caller reported their neighbor tearing branches of trees and “acting strangely”; oicers spoke to the individual who said he was only doing a little tree grooming. 12:30 p.m., Avenue U and The Prom: Caller reported a person vomiting beside a truck; oicers checked on the individual who said they were ill but okay to drive. 1:42 a.m., Avenue S and S. Wahan- na: a person parking on the street was deemed suspicious by a neigh- bor; it was determined the person was walking their dog. 2:10 a.m., S.Columbia and Avenue U: Oicers responded to a call about possible gunshots; subjects were setting of fireworks. When advised to stop, they said they didn’t have anymore to shoot of. 4:14 p.m.,S. Wahanna: Caller re- ported a suspicious man screaming on the riverbank; oicers made contact with the man who was trespassing. 10:04 p.m., S. Wahanna Road: Oicers assisted another agency helping a woman on mental hold be returned to the hospital. 4:22 p.m., Roosevelt Drive: police conducted a field interview with an individual who was then advised of their mental health options. Feb. 20 11:23 a.m., Highway 101: Caller reported a dog struck by a vehicle; oicers checked the area but were unable to locate the dog. 10:31 p.m., Roosevelt Drive: A loose dog was recovered and sub- sequently turned over to its owner. Feb. 23 12:14 p.m., Avenue P: Caller report- ed a subject possibly camping in a vacant building; no description was given.
