Planning
commission seeks

Clatsop County invites applications for an
open seat on its Planning Commission.
The Planning Commission is the county’s
committee for citizen involvement on devel-
opment and land use issues, such as zoning,
natural resources, transportation, natural haz-
ards, economic development, housing, farm
and forest lands and coastal zones. The com-
mission makes land use decisions on vari-
ances, conditional uses and subdivisions. It
also makes recommendations to the Board of
County Commissioners on amendments to the
comprehensive plan and its implementing or-
dinances. The Planning Commission regularly
meets the second Tuesday of each month, in
Astoria, beginning at 10 a.m.
The open position is for a vacant term end-
ing June 2018. For additional information
about the commission’s meetings or responsi-

Clatsop County strives to have a Planning
Commission that represents all geographical
areas of the county, including incorporated
cities. The commission currently does not
have representatives from the following plan-
ning areas: Elsie-Jewell, Seaside Rural, and
Lewis & Clark/Olney-Wallooskee; however,
all interested parties are encouraged to apply.
The Board of Commissioners will consider
the appointments at one of its upcoming reg-
ular meetings. Application forms are avail-
able from the County 0anager’s of¿ce at 800
Exchange St., Suite 410, Astoria or online at
www.co.clatsop.or.us. The deadline to apply
is Feb. 29, at 5 p.m.

Geologist examines
water’s impact on
the coastal landscape
Join Seaside geologist Tom Horning for the
second of the 2016 Listening to the Land pre-
sentations, the theme of which this year is wa-
ter. “The Geology of Water,” Wednesday, Feb.
17, at 6 p.m. at the Seaside Public Library.
Horning leads an imaginary tour of Oregon’s
shoreline through time, as seawater turned sed-
iments into rock and as rain carved its canyons.
Listening to the Land is a monthly winter
speaker series offered January through May and
presented by North Coast Land Conservancy
and the Necanicum Watershed Council in part-
nership with the Seaside Public Library.
Admission is free. Refreshments are served.

1:55 a.m., 300 block of South
Roosevelt Drive: Oicer contacted
minor in possession. Released to
parent.
1:55 p.m., 200 block of South
Roosevelt Drive: Caller reported
subject throwing food around. Of-
icer made contact subject stated
he was feeding the birds. Subject
advised against feeding the birds.
8:10 p.m., 1100 block of South
Jackson Street: Caller reported
an erratic driver. Oicers made
voluntary contact with subject at
residence. No impairment; driver
distracted by two small children
and a dog in the car.

Caller reported suspicious people
possibly attempting to break into
premises. Oicers responded and
made contact. Subjects tres-
passed from premises indeinitely.

9:30 a.m., 1200 block of Second
Avenue: Anonymous report of a
vehicle parked facing the wrong
direction and taking up to parking
spaces. Vehicle issued parking
citation.
4:15, Airport Road: 911 caller re-
ported subjects throwing rocks
at elk. Oicers responded and
made contact. Issued warning.
11:24 a.m., 400 block of South
Roosevelt Drive: Subject was
begging and making employees
feel uncomfortable. Subject was
asked to leave for the day.
4:55 p.m., U.S. Highway 101: 911
call; oicers assisted with infor-
mation exchange for a non-injury
motor-vehicle accident.
7:59 p.m., U.S. Highway 101: Car
swerved to miss animal, went into
pond. AAA tow already en route.
No other assistance needed.
7:49 p.m., Holladay Drive: Caller
reported line down blocking traf-
ic on Holladay. Oicers respond-
ed, found to be cable lines. Cable
company was notiied.

4:13 a.m., North Prom: Oicer
checked on person sleeping in
vehicle. Assisted them in returning
to their room.
12:25 a.m., 300 block of North
Prom: Caller requested a person
be trespassed.
9:08 p.m., 200 block of North
Holladay Drive: Caller reported un-
wanted subject hanging around
property. Oicer responded and
subject had moved on. Reporting
party advised subject he was
trespassed from the premises.

7:46 a.m., 700 block of South Wa-
hanna Road: Hospital: Reported
a female was found wandering.
They were helping to return her
home. Police Department not
needed.
5:52 p.m., 900 block of 12th
Avenue: Oicer received a report
of subject causing a problem.
Oice made contact, subject
was not creating a disturbance,
just walking along the street.
Subject willingly went back to his
caregiver.

12:13 a.m., 2400 block of South
Roosevelt Drive: Caller reported
suspicious male wandering in an
agitated state. Oicers located
male and assisted in locating a
responsible person.
8:11 a.m., 2000 block of Spruce
Drive: Caller reported inding
a tent on the school grounds.
Oicer checked the area and was
unable to locate mentioned tent.
Upon call back, caller stated it was
Saturday when it was seen.
10:19 p.m., 500 block of South
Wahanna Road: Welfare check
requested by Astoria Police
Department on toddler in vehicle
6:29 p.m., 1100 block of 12th
Avenue: Report of person going
door-to-door asking for can
opener to open soup for his dog.
Oicer contacted subject in his
van in bank parking lot. He was
warned for unlawful lodging.
9:58 p.m., Necanicum Drive: 911
caller reported subject crashed
his bike and had a head injury.
Subject left the area prior to
ambulance arrival. Subject located
pushing his bike home by oicer,
who gave him a warning for
biking while intoxicated.

3:59 p.m., 400 block of South
Holladay Drive: Oicer stood by
while trespassed subject gath-
ered belongings and departed
property.
11:22 p.m., 900 block of First
Avenue: Caller reported couple
ighting. Oicer responded. Verbal
only in nature.
Jan. 17
11:59 a.m., U.S. Highway 101:
Anonymous caller reported erratic
driving with a dump truck in front
of him. Oicer made contact with
driver, who reported driver behind
him tailgating. Oicer advised of
complaint.
8:40 p.m., Avenue A: Unwanted
subjects causing a disturbance
with building security when asked
to leave. Oicers made contact,
subjects are indeinitely tres-
passed from property.
Jan. 18
12:29 a.m., 1000 block of 24th
Avenue: Oicers responded to
report of verbal disturbance.
Upon oicer arrival, subject were
arguing over dogs getting out.
Verbal in nature only. Dogs were
located and returned.
3:42 a.m., U.S. Highway 101: Oi-
cer responded to reports of large
log obstructing roadway. Upon
arrival, oicer cleared roadway of
obstruction.

9:23 p.m., South Columbia Street:
Caller requested welfare check on
mother, but wasn’t sure of exact
address. Oicer was unable to
locate her. Complainant contacted
by oicer and advised. Com-
plainant had reached mother via
text, who advised she was OK.
Jan. 22
12:30 p.m., U.S. Highway 101: Of-
icer checked on disabled vehicle
in road. Subject okay, calling tow
company.
8:03 p.m., Avenue A: 911 caller
reported subject chasing another.
Oicers responded and made
contact. Both parties denied
chasing or yelling. Warned for
disorderly conduct.
8:26 p.m., 500 block of Roosevelt
Drive: Caller reported subject
going through trash receptacle.
Oicers made contact and issued
a warning to not go through trash
receptacles on private property.
11:33 p.m., Broadway and
Columbia Street: Caller located
child wandering downtown; child
returned to family.
9:08 p.m., 1100 block of North
Lincoln Street: Caller reported
subjects pounding on her door.
Oicers responded and searched
around the residence, but did not
locate anyone. Oicers to conduct
extra patrols.
7:11 p.m., 400 block of South
Roosevelt Drive: Cab driver called
to say subject did not pay for cab
ride. Oicer dispatched, subject
called to say just forgot to pay.
Cab driver and subject connected
and worked it out without oicer
involvement.

Prom: 911 caller reported distur-
bance. Oicers responded. Verbal
in nature and parties separated for
the night.
1:08 p.m., 300 block of Ninth Av-
enue: Report of a vehicle parked
at a private residence, reporting
party unsure of where vehicle is
from or why it is their driveway.
1:49 a.m., Avenue S and the
Prom: Caller reported man look-
ing in windows of houses on the
Prom. Oicers searched in vain.
No suspect located.
12:03 p.m., 700 block of South
Wahanna Road: Oicers assisted
Child Welfare Services with a call.
Made contact at Providence Sea-
side Hospital. Hospital will contact
Seaside Police Department if there
are any problems or concerns.
11:19 p.m., 700 block of 16th
Avenue: Complaint of neighbor
outside yelling and screaming.
Oicers contacted subject who
was apologetic and agreed to go
inside for the evening. Warned for
disorderly conduct.
3:40 p.m., 200 block of Broadway:
Caller reported subject verbally
threatening her. Oicer respond-
ed, subject had left, Oicer
checked the area and did not
locate subject. Caller did not want
to pursue trespass on the subject.

2:02 p.m., 1900 block of Beach
Drive: Oicer assisted with infor-
mation exchange with citizen who
hit an unoccupied parked vehicle.
