Let’s PLAY! (Positive Life Activities for You)
When the city lost its
only swimming pool, the
Seaside Natatorium, at the
turnaround in the 1960s, a
grass roots group of com-
munity members came
together to build a public
swimming pool. On Feb-
ruary 14, 1969, the entire
community unanimously
voted to form the Sunset
Empire Park & Recreation
District (SEPRD), a spe-
cial municipal district, to
address their recreational
needs. Eight years later
in 1977, the Sunset Pool
opened its doors and be-
gan providing programs
that addressed instruction,
KHDOWKZHOOQHVVDQG¿WQHVV
recreation and competition,
as well as special events. It
all started with a single pool
and a great deal of vision on
the part of those folks who
voted to tax themselves, so
that they might leave a last-
ing legacy of stewardship
in our community.
As the years progressed,
the mission was beautiful-
ly simple: “Invite people
to PLAY!” The vision lat-
er expanded to include the
concepts of safety, quality
and accessibility to recre-
ational services and special
events for our community
members, as well as guests
to the area.
As recreational pro-
gramming continued to
grow, the district expanded
in 1989 to include the Bob
Chisholm Community Cen-
ter, the Seaside Youth Cen-
ter in 1992 and the skate

park. In another pivotal
election, the voters of Sea-
side on May 21, 1996 vot-
ed to support the continued
growth of the district and
its programs. Ballot Mea-
sure 4-35 passed by a large
margin, allowing SEPRD
to add a warm-water thera-
py pool and continue offer-
ing its quality recreational
services.
It’s important to recog-
nize that the district is not
a static organization, but
rather a dynamic and ever
changing one, able to con-
tinually meet the needs of
an evolving population of
participants. Just last fall,

cational and recreational

In June 2008, the dis-
trict conducted a thorough
needs assessment survey
in an effort to ensure that
it is on target with what the
community wants and the
feedback was overwhelm-
ingly positive. The Sunset
Empire Park & Recreation
District strives to continue
meeting the changing needs
of the community and re-
main the good steward that
it has over the past 40+
years. It is with your sup-
port and valuable input that
we will navigate the next
40 years together!
So, as you are lazily
paddling along the Neawa-
nna River in a canoe with
one of our outdoor recre-
ation leaders this summer
and your mind wanders
off to ponder the origins of
those muddy banks, let it
drift back to consider those
whose vision made the ex-
perience possible for you
and thank them for effort
they put forth to make your
daydream a reality.

11:20 a.m., U.S. Highway 101:
911 report of horses in the road.
Officer got assistance from a
citizen who corralled the horses
in a barn for the time being. Un-
known who owns the horses.
11:45 a.m., U.S. Highway 101:
Caller reported elderly male driv-
ing recklessly. Officer conducted
traffic stop and discussed driving
concerns. Officer advised mutual
road rage incident.
11:35 a.m., Elk Creek near Cannon
Beach RV Park: Officer attempted
to locate suspect vehicle in theft
of gasoline from Cannon Beach
RV Resort. Time delay of 10 to 15
minutes at time of call. Officer was
did not locate vehicle.

March 30
12:37 p.m., 1600 block of North
Holladay Drive: Person came into
police department to report distur-
bance ongoing from last night with
loud verbal arguing. He requested
that officer go by and warn them
regarding noise. Officer responded
and advised no noise upon arrival.
Advised occupants of complaint.
3:01 p.m., 2400 block of South
Roosevelt Drive: Officer respond-
ed to report of erratic driving
and unsafe passing. Officer
conducted traffic stop on vehicle
and advised subject impatient
regarding construction and
advised of driving complaint.
8:23 p.m., 1200 South Holladay
Drive: Caller reporting juve-
niles attempting to purchase
alcohol and left in vehicle. Officer
searched to no avail.
March 28
5:06 p.m., 1200 block of South
Jackson Street: Officer respond-
ed to report of person trespass-
ing on property. He was advised
to stay off of property.
10:25 p.m., North Columbia
Street: Report of an intoxicated
male that urinated in front of a
14 year old. Officers searched the
area, unable to locate.
10:29 p.m., 700 South Wahanna
Road: 911 report of an unwanted
male causing disturbance. Offi-
cers made contact at hospital,
suspect was gone on arrival.
Unable to locate.
11:31 p.m., 400 block of Broad-
way: Report of an assault on a
traffic stop, reporting party did
not wish to pursue charges.
March 29
12:24 p.m., North Holladay Drive:
Caller reporting road rage inci-
dent. Upon officer arrival, vehicle
was parked and unoccupied.
1:07 p.m., South end of Seaside:
Person reporting road rage inci-
dent. Officer contacted subject.
Stories of incident differed.
4:15 p.m., 400 block of Necani-
cum Drive: Officers responded to
911 report of possible domestic
violence. Upon officer arrival,
subject became angry after acci-
dentally breaking television.
4:04 p.m., Broadway and Colum-
bia Street: Caller reporting loud
music from group and machete
on top of power box. Officer re-
sponded and reported machete
was a toy and no threat and
music was turned down.
8:18 p.m., 2400 block of Edgewood:
Intoxicated 911 caller with concerns
of living situation. Upon officer
arrival, subject was advised of detox
and told to stay in residence.
March 31
7:47 a.m., 300 block of Beach
Drive: Officer located 3-year-
old in the street. Officer made
contact with mom, who did not
know child was outside.
8:56 p.m., 300 block of South
Roosevelt Drive: Subject tres-
passed for theft.
7:43 p.m., 12th Avenue and
Wahanna Drive: Subjects warned
for criminal mischief.
April 1
12:38 p.m., 2300 block of South
Roosevelt Drive: Motel reported
a guest that would not leave.
Officers responded and assisted
subject in vacating the premises.
7:19 p.m., 1100 block Avenue
E: Caller requested officer assis-
tance with man who fell off his
bicycle. Medix responded and
officer assisted Medix.
April 2
12:22 p.m., 1300 block of Halbig
Drive: Multiple calls regarding per-
son driving very fast near elemen-
tary school. Officer responded.
Driver cited for reckless driving.
5:28 p.m., 500 block of Beach
Drive: Caller reported distur-
bance with neighbor. Officers
responded and all parties were
warned about disorderly con-
duct. They have agreed to keep
their distance.
April 3
7:31 a.m., Southbound on U.S.
Highway 101: 911 caller reported
a driving complaint. Officers
advised both subject of their op-
tions. The driving issue occurred
in the Warrenton area.
11:58 a.m., 300 block of South
Holladay Drive: Bank security
reported suspicious package.
Officer responded.
1:40 p.m., 100 block of Broadway:
Caller reported customers left
without paying.
3:45 p.m., 1900 block of North
Holladay Drive: Caller reported
elderly person confused and lost.
Officer assisted him in returning
to his family.
April 4
8:29 a.m., 1000 block of South
Holladay Drive: 911 caller report-
ing subject exposing himself
as he walked down the street.
Officer contacted subject and
advised person had three pairs of
pants on and did have his hands
inside his pants to keep warm,
not exposing himself.
1:07 p.m., Northbound on U.S.
Highway 101: 911 caller reported
vehicle swerving and passing
unsafely. Officer conducted traffic
stop. No impairment noted. Sub-
ject advised of traffic complaint.
4:16 p.m., Seventh Avenue and
Roosevelt Drive: Subject warned
for open container of alcohol.
April 6
1:41 a.m., 1800 block of Spruce
Drive: Reporting party heard a
female screaming, officers made
contact, subject contact and was
involved in a verbal disturbance
with her husband. Subjects advised.
11:36, Wireless call: Called 911 for
woman fallen. Decided to drive
to Providence Seaside Hospital.
7:49 p.m., 800 block of South
Holladay Drive: Officer checked
welfare of female who stated she
was in a verbal disturbance with
boyfriend, nothing physical.
7:53 p.m., 900 block of Ocean
Way: Man lying in the street. Of-
ficer responded. Seizure patient
returned to home.
11:21 p.m., 3200 block of U.S.
Highway 101: Officer assisted
Gearhart Police Department with
a domestic disturbance.
April 8
12:14 a.m., 2100 block of South
Franklin Street: Report of a loud TV;
reporting party asked them to qui-
et down after she could hear the
TV from the road. Suspect advised
it was not loud and he was going
to turn it up. Suspect cited.
11:10 a.m., U.S. Highway 101:
Anonymous 911 caller reported
male on bus from Portland act-
ing suspiciously by being turned
around in bus seat staring at
woman the entire trip. Officer re-
sponded to bus stop as bus was
arriving. Male described depart-
ed bus. Nothing suspicious seen
or reported. Call unfounded.
2:10 p.m., 1500 block of Lewis
and Clark Drive: Caller requested
unwanted person removed from
property. Officers responded.
Person agreed to move on.
6:55 p.m., 1200 block of South
Wahanna Drive: Caller reported
people riding motor bikes where
they are not allowed. Officers re-
sponded. No trespassing is clearly
posted. They will be moving on.
April 9
9:04 a.m., 800 block of 14th
Avenue: Caller reported suspi-
cious activity. Officers checked
the area and both subjects had
permission to be there.
2:42 p.m., 400 block of South
Franklin Street: Neighbor called
911 about a physical disturbance.
Officer responded. Call was un-
founded; there was no disturbance.
11:04 p.m., Beach: Caller report-
ed a drone flying south on the
Prom, looking in hotel rooms.
Officer located operator.
11:35 a.m., 1200 block of South
Roosevelt Drive: Caller reporting
suspicious persons in the area,
possibly smoking drugs. Officer
located subjects and advised
smoking cigarettes.
5:10 p.m., 12th Avenue Bridge:
Caller reported someone trying to
give child a knife. Upon officer arriv-
al subject was unable to be located.
6:40 p.m., Turnaround: Officers re-
sponded to check welfare of local
high school student that reported-
ly went off with unknown males.
Officers were unable to locate at
this time. Mother was advised.
