FARM CI
F
TO INFLATE
CHICAGO. Sept. 10, (
nun Wallace today told the
(rain dealers that he still favors
controlled Inflation.
Alone with this. President
Roosevelt's secretary ot agricul
ture criticised high tariff psychol
ogy, and warned that attempts to
fix prices "without control of pro
duction la doomed to failure."
View Misinterpreted
"Most of the price fixer are
also Inflationists." he said. "It
the purchasing power ot farm
products does not Improve during
the next three months, the price
fixers and Inflationists will hare
great power in congress this com
ing winter, and there will he
passed legislation which will
make the agricultural adjustment
act seem extraordinarily conserv
ative," Explaining his attitude on In
flation, Wallace said that recent
Tiewa he expressed on the sub
ject have been misinterpreted.
"For a number of yeara prior
to March 4, 1933." Wallace said.
"I urged the stabilisation ot the
purchasing power of the dollar
and a restoration ot the commod
ity price leTel to that which pre
vailed in 1926. . . . Since March
4. It has been my pleasure to see
the objective, we strove for out
In the Middle West become a ba
ste principle in President Roose
velt s program for recovery. . . .
In view of the progress already
made in that direction, It was
deemed opportune to explain to
farmers what some ot the results
might be. especially to point out
that It the previous price level Is
restored farmers would still face
the continued necessity of balanc
ing farm output more nearly In
line with demand conditions. Un
fortunately this attempt to clarify
the farmer's thinking, lest he be
disappointed, when the price level
objectives are eventually attain
ed, has given rise to the mistaken
impression that I have changed
my views. My position with re
spect to controlled Inflation has
aot changed."
Higher Price Vlsioned
Secretary Wallace said he look
ed for "decidedly higher agricul
tural prices within a few months"
bnt that he felt the Improvement
might come to a sad end It "we
are not prepared to meet the peril
produced by the following
forces." He said these "were:
"First, America is a creditor
nation to the tune ot one billion
dollars annually, but, as a nation,
he has a debtor psychology.
"Second, the American people,
democrat, and republicans alike,
are Mill essentially high tariff In
their attitude. Reciprocal tariff
agreements may he negotiated,
but the increase tn foreign pur
chasing power resulting thereby
will not be sufficient to enable
foreign countries to pay a satis
factory prioe for onr surplus
wheat and cotton nnless the atti
tude of the American people and
American congressmen change
very radically.
Country Nationalistic
"Third: TheAmerican people
am dislllusioner about lending
money abroad, and H will be dif
ficult to float foreign loans to
their present temper.
These three forces mean that
for the time being our people are
profoundly nationalistic and that
as long as they are operating on
this basis, we should go at it
wholeheartedly to pat our Inter
nal economy on a nationalistic
basis, reducing our crop land
acreage by 40 million acres."

and writer on national economic

are essential to the rebuilding of
