What to do with hundreds of thousands ot worker permanent ay displaced 1b Industry has been an of the most baffling problem et the economic and social reor ganisation now being attempted. Coal mining furnishes a case la point. Authorities estimate that there are now probably 150,000 Idle miner who can never again find work digging coal even an eer the most favorable circum stance. There i as longer suf ficient demand for fuel to war rant their labor, because et the development ot water power, the use ot oil tor f ael, and other fac tors. It is necessary and desirable in the present emer gency, but cannot be adopted a a permanent method tor provld. lng food and shelter for large number ot the population. Di rect relief and even "made work." are makeshifts, and do not per manently fit the beneficiaries to aupport themselves. Difficulties la carrying oat the back-to-the-land movement are at once apparent. Urban dwellers lack th experience necessary to make- thm successful farmers. Moreover, the government 1 en gaged in a gigantic effort to re duce agricultural output, and any Increase In productivity would de feat this effort.. These and other difficulties, however, do not seem insurmount able. The farm on which the workers will be placed presuma bly will be subsistence home stead which would not materially add to th glut of farm product. TO BE a successful dictator, you need th wisdom of a Sol omon, th thoroughnes of a Na poleon, and th rash daring pf a Caesar. But mostly the rasa dar ing ot a Caesar. Frankly, som people may have had som doubt that Adolph Hit. ler had all these qualities, espe cially the Utter. But now who can doubt it? Through Frau Uagda Qoebbel. wit ot hi min ister ot propaganda. Hitler no propose to set up a government fashion bureau and become arbit er ot dres to th Germfta woman. From this time on. nobody can question th rash daring ot Herr Hitler, who propose to tell 111,- 000,000 women what to wear. vn through a feminln minister- without-porlfolio. It is colossal! But there i a pretty good chance that it won't work. You can tell a man how to run hit business, and make it stick. You can make him salute every dlcta-tor'a-underling that come, along, and make It a lick. You can teu him to wear a black shirt, or a brown shirt, or even a nightshirt. and make that stick, too. But when it comes to telling a lady that ah must wear a straw hat. or a felt hat, or a large hat, or a small hat. or a German hat, or no hat at all well, (ticking your head into a lion' mouth 1 lust Innocent fun beside that! Adjutant Ford Leave Klamath Falls. ADJUTANT CLARENCE FORD, working quietly with the Sal vation Army in Klamath Fall. hai been a leading contributor to the public welfare ot the city. Slim finances, hour of labor In work that would be depresalng It it were not for high spirit ot th army," make life In the Salva tion Army a serious one. Mr. Ford smothered these obstacles and went ahead optimistically. The Salvation Army In Klam ath Fill ha been the most earn estly working organisation for re lief through the depression. Its resource have been limited, but ft accomplishment remarkable. We attribute thi to Mr. Ford. W regret hi departure. TEA AXtaX WASHINGTON NEWS BEHIND THE NEWS The Inside Story From The Capital Ry PAVh MALI.OS (Copyright, l.JJ. by Paul Mallon) Bargain WASHINGTON. Aug. I Th mer season I th on about th suckers. The administration agricultural reliefer needed about titty million dollar lo finance cotton sixty to ninety days. They went wouia nve 10 pay per cenc That was too high, so they went shopping In Wall Street. There they (ell among bankers. awaaawwwawww,aBBBBBMHMa Two banks were particularly nice to them, agreeing it was outrgeoua to charge per cent for sixty day paper. They could NOT swing fifty millions but ot tered around thirty millions at a little more than half the in terest demanded by the R. F, C. Some say the rate waa 1 1-8 per cent. (The exact figures ar hard to get because no one cres to talk very much about It now). At any rat th deal was mad on approximately that bail. Th farm boy felt rather proud. They prepared publicity claiming a savings around 150,- J in interest. Th publicity was never Issued. The treasury heard about It first. The treasury has been getting all the short term money It want at one-quarter of one per cent, iney bave not paid more than one-half of one per cent in agea. Th Inner tumult was well con cealed. A well-meant economy turned out to be an expensive bargain. Treasury officials ar Inclined to blame one man In the agriculture department. They may or may not be right. Recently someone brought uo the subject to Dean Acheson. acting treasury secretary. He crushed his cigarette Into an ash tray and responded: "It will not happen again." It won't. Affront The laugh Is not all on the farm boys, however. The treas ury ha been known to make an error Itself now and then. Consider the recent embarrass ment of some official in chrg ot banks. They sent out th usual national bank call. It re quired each national bank to submit its condition. All re sponded, except 38. The officials could not under stand such an affront to th authority of national banking of ficials. No bank before had dared to Ignore the summons. So the officials sat down and wrote a somewhat irritated tele gram to each of the offenders. It read like a note from a land lord to a tenant whose rent Is three months overdue. That brought results. The missing Ss resooflded that they had been closed sine the bank holiday. Finesse Th Morgans ar ouletly turn ing the senate Investigation to tneir own purposes. They recently sent broadcast through the mail a circular con taining selected statements made by J. P. Morgan and associates before the investigating commit tee. None of Prosecutor Pecora's questioning Is included. Only favorable .Morgan material 1 used. One of the first to receive copy was R. H. Sparkman. He happens to be a secretary of the investigating committee. That seemed to b a bad faux pas on the part of the Morgan publicity men. Perhaps not.
