We have taken this step and bae our conten tion tbat tf the federal govern ment Is to grant a power site to a private corporation, that they must first consider the rights claimed by the people to whom these water rights really belong. It is merely a question now of whether the California Oregon Power company is to get control of the only remaining power site in the Kiamath baiu or whether the people of this county will be given riehts to use this water for tbtr benefit. Some firms said they paid between $76 and fl7& a month In their factories and mills.
