collection of such taxes by the pro

separate fund, and said fund shall
bo used solely in the payment of
the principal and interest of uld
bonds, and raid principal and In
terest shall be paid out of said fund
at the time or times provided, ac
cording to law and the tenor of
said bonds and coupons attached
thereto. All such bonds of the
city when delivered' to the pur
chaser shall thereafter be Incontest
able, and their legality ahall not
be open to contest by any poraon
or persons, corporation or corpora
tions, association or associations, or
by the city, for any reason or rea
sons whatever.
The Council Is hereby authorized
and empowered for and oh behalf of
the city to bring actions for the
condemnation or taking of private
property within and without the
boundaries of the city for public
use In the same, manner aa privnto

or permitted to do under the laws
of the State of Oregon.
