Majority of People Voting Elect PomH
The second ward is again represented on
the city council. Z. J. Powell, the first chief
of police for the present administration, yes
terday defeated the other two candidates and
will fill the unexpired term of Merle West,
recently resigned.
While The News was not supporting Mr.
Powell for this post, we sincerely wish him
well in his new office on the city governing
board. We may not always agree with Mr.
Powell just the same as we do not always
agree with the other members of the council
and the i.ayor but by the vote of a majority
of the people voting, Z. J. Powell is now the
alderman from the second ward.
Cement Head, the Latest
Well, Well Admit There's Lots of It
In Chicago, where from the whirlpool of
criminal courts have icsued forth many strange
pleas from lawyers in defense of their clients
on criminal charges, comes the latest, the "ce
ment head." .'
A prison official, alleged to have commit
Jnegularities jn office, and who is now on
trial, has entered a plea of "cement head."
Cement head, be it explained by the legal sat
elites, is a condition where an official by long
association within the cement walls of a prison
is rendered incapable of making correct judg
ments. Senator James J. Barbour is the attorney
for Ex-Warden Wesley Westbrook, under four
months' sentence for taking part in events de
scribed as a jail scandal, into the meshes of
which have already become entangled eleven
officials and guards.
While not attempting in any way to dis
parage the learned legal authority defending
the ex-warden, we might suggest that the ce
ment in the prison walls was sorr.swhat super
fluous, or perhaps a be'atec. influence.
No doubt Tom Murray, and his convicted
pals, Kelley and Willcs, will bc-times express
regret that "cement head" comes a trifle late
for thcrn. Cerncm head would, no doubt, have
proved an interesting, if only a probable,
means of escaping the gallows for the taking
"of human life.
Among the thing-3 that matter very little
is what old dad thinks of daughter's prospec
tive husband.
