FAITH IN THE INDIVIDUAL
Herbert Hoover is about the most interesting
phenomenon in our public life. We are getting a
good deal of preaching and some of it is sound, but
Mr. Hoover is a preacher to whom the American peo
ple had better give a very special attention. He is
preaching with works as well as with words. His ser
mons are in 'deeds as well as in precepts. He illus
trates in acts and gives his generalizations the force
and weight of accomplishment J; 1. , . -
He is a man of action, but he has an alluminating
faith. It is'fche ancient American faith in the indi
vidual, a faith which most of our reformers sef m to - U

to government, to legislation, to compulsion, Mr.
Hoover is pointing out a clearer, safer, surer path,
through the voluntary will and intelligence of the in
dividual. :'
.We have in mind especially his insistence that
the evils arising in competitive business can be best
remedied, not by multiplying laws against them and
clamping more regulations on private enterprise, but
by voluntary, correction by the business world. "Your
organization? and sessions," he said the other day to
the National Association of Credit Men, "are taking
part in the upbuilding of a new and growing sense
of responsibility and self-government in the economic
life of the community at large. For self-government
comprises more than political institutions. It is
more than municipal government. It is more than
legislatures and commission. There are many prob
lems that can be solved by agreement amongst
groups instead of by law.'"
This is an extraordinary preachment from an of
ficial. Officialism is always after more power for
itself, more Jaws, more regulations, more authority
to interfere with and direct and check individual ac
tivities. But Hoover is a farseeing statesman who
has the root: of the matter. He sees, as sn mar.,,
contemporary Americans do not, that our effort to
eliminate the excesses of individual self-interest by
government control is gradually erecting an official
autocracy which becomes more and more oppressive
and paralyzing to the initiative and creative energy
of the nation. He is far from blind to these exces
sives. He does not accept them as incurable or pro
pose to get rid of them by denying that they exist
But he has the true American faith in the individual
in the individual's conscience and intelligence and
in progress through the unforced, will to see and do
right. He has no confidence In eho&ctits to w,.-
