THE FARMERS' WAY OUT OF TROU3LE
When ex-Governor Lowden says that agriculture fac-
ruin and bankruptcy unless the nation trets behind tr.
farmer and helps him out of his troubles, he does not five
due weight to what has already betn done to help
farmer, yet by saying that the farmer must organize to
market his products in order to escape this fate Mr. L' "
den admits that the farmer must he!p hi.Te!:".
The government has done almost everythir. that car:
be done by a government to help the farmer. It has civen
him a complete system of credit, both for mor.:ajf . lo-r.s
and for the yearly need-, of production. By the .vart
house law it has made his harvested crops a b;Vs of
credit and by establishing standard grades it helps hln to
obtain full market value.
It tells him how to fight diseases of animals and plant?
and in case of epidemic it conducts the fight. It pro
vides education; practical demonstration on experimental
farms and throujrfl agents, and it provides information on
crops, where and how to grow them, on market conditions
and on weather. It has given the tariff protection the
fanner has asked, and is ready to give more as need
appears.
Mr. Lowden points out the weak spots in agriculture
when he says that farmers must organize for marketing.
The farmer alone can do this on their own initiative, first
in small groups, then by combining these groups into asso
ciations, and so on until a great national organization con
trols each commodity. If the government should under
take a campaign to organize co-operatives, it would breed
a lot of incubator-hatched, pap-fed weaklings, always ur-
der the thumb of a buret ; and always t

FACTORIES AND REFINERIES
On the line of one western railroad during; the
present year four new beet sugar factories will be
built at a coft of $5,250,000, in time to handle the 1925
beet crop.
It is stated that last year farmers averaged $41
per acre net on sugar beet production and the acreage
this year will be much increased.
The American sugar beet industry, protected by
tariff that enables these factories to compete with
cane sugar produced by much cheaper labor, encour
ages prosperous conditions for the beet grower and the
transportation companies.
So it is perfectly plain that without the tariff
there would not be this profitable crop for the farmers,
nor the operation of suar factories, nor the enormous
railroad tonnage of hauling beets to the factory and
hauling sugar to markat.
Another item should be mentioned, the enormous
quantities of beet pulp and factory by-products that
are used in feeding and fattening swine, sheep nr.d
cattle.
The mu-t rudimentary -cono:i-t or po!itiei:;n
would r.ot attack an industry or the tariff that protects
a home in'lu-try, the benefits of which are so widespread.
