1 ' Although a flood 6f compulsory automobile insur
ance bills were introduced in the' various legislatures,
the tabulated list already exceeding sixty, very few of
them got anywhere. ' In great majority of cases the
strong arguments made against the measures were suf
ficient to postpone action.
The reasons against' the plan" are many and cogent
and were well set forth' in the report of the Committee
. of Nine appointed to consided such measures. This re
port holds that such laws would not prevent automobile
accidents, but would rather tend to increase them, and
outlines the other arguments' against the plan and the
- inevitable tendency to encourage state insurance.

situation of automobile accident insurance, compulsory

'' , "The prevention of accidents, T-he -says, "is worth
more than all the compensation in the wide world for
accidents. . Therefore, we should first concentrate our
efforts on . prevention, and avoid any partial remedy
or mere palliative that might tend to divert - public at-,
tention from such objective. Above all, we should
avoid any palliative that might tend to increase the
public dangers from motor traffic rather than to prevent
or reduce them."
MAKE FIRE UNPOPULAR
Portland, ' Oregon, is preparing to deal severely
with the fire-trap situation under an emergency ordin
ance that provides for closing unsafe buildings,' evict
ing tenants, and razing the structures, with heavy pen
alties for refusal to obey the fire department orders.
Anaconda, Montana, had fires amounting to only
a dollar per capita during 1924, and Seattle's fires
were only $1.65 per capita; the average fire loss for
the whole United States is nearly $5.00. Much of this
fire loss is due to inexcusable carelessnerr in the hand
ling of fire and the losses are enormously increased by
flimsy construction and lack of proper protection.
Every fire loss is a tax on accumulated wealth of
the' country. The careless fire builder is as much a
public enemy as the traitor who sells the nation's safety
in time of war, and is as deserving of punishment. The
Portland law prescribing swift and heavy punishment
for violation of safety fire ordinances is a rational step.
Punitive laws alone will not cover the situation.
Education as to responsibility for fires and necessity for
preventing them is essential to the real solution. When
it is made as unpopular to have a fire as it is to be a
,law breaker along other lines to the detriment of the
community, then the fire menace will cease.

THE WAY IT WORKS
One of the best illustrations of how the American
tariff protects American workmen has just been wit
nessed at Salem, Oregon.
For many years a linen mill has been operated at
Toronto, Canada. The owner of that mill, in selling
his goods in the United States, had to meet a tariff of
some 30 per cent. What has been the result?
The Canadian linen manufacturer is establishing a
$640,000 linen mill in Salem.
The tariff encouraged the Oregon farmer to prow
flax and it also encouraged the linen manufacturer to
establish a factory in this country to supply the Amer
ican market.
The same condition applies with regard to sugar
beets, and beet sugar manufacture. In each instance
the farmer and the laboring man are the chief bene
ficiaries of a reasonable tariff system which tends to
protect them from cheap-labor, long-hour competition
from abroad.
