senting its position on the coun
cil expansion plan. Fedorenko
was said to be awaiting instruc
tions from Moscow.
Fedorenko' told the committee
earlier last week he opposed the
expansion plan because Commu
nist China had advised M'-ia
it was against enlargemi' t
the councils until it wa- i-n

Chinese.

The U. N. charter would have

Agreement apparently had

21-nation Latin American group
to seek the addition of two mem
bers to. the security council
and six to ECOSOC. The two
groups are seeking overwhelm
ing assembly approval of the
proposal in hope of swaying the
Kremlin's altitude. The western
powers concurred.
The first agreed formula
would have called for eieht
elective seats dn the Security
Council. Two would go to Latin
America, as has been the prac
tice since 194, one would be
reserved for Western Europe
"and others" and one for Com
munist Eastern Europe. The re
maining four would be ear
marked for the Afro-Asian puw.

The African insisted that their
numerical strength entitled them
to three seats, with one going
to Asia.
Asian objections led to recon
sideration of the formula and
emergence of the 37-power reso
lution submitted Friday pight.
Under the new formula, 10
elective Security Council seats
would be available, the remain
der being held by the perma
nent (Big Five) members. The
new arrangement would give
Africa three scats, Asia two,
Latin America two. Western
Europe "and others" two and
Eastern Europe one.

Threatened

telephone threats against his
life.
Dodd said that police were as
signed to his Senate office and
his Washington home. The
threats against his life were
made by telephone to radio sta
tion WTIC in Hartford, Conn.
The Democratic lawmaker
said that both the FBI and po
lice in Washington and Connec
ticut were alerted about a week
ago after he received two tele
grams and two letters warning
that he may be killed.
The latest threat against the
onetime FBI man came when
a male voice telephoned the
station and said: "I know of a
plot to kill Senator Dodd." The
operator tried to keep the man
nn the phone, but he hung up,
Dodd's office said.

the sidelines to see who would
make the first move.
The rail group was the main
feature as it chugged up to its
highest level in seven years.
Friday's close put the .Dow
Jones rail average at ITS 19. up
4 76 and the highest since the

In contrast, industrials were

There were a number of fac
tors helping the rails including
