Elaborate Security Net Protects President On Trip

lice admitted today that a de
termined asassin could have
killed President Johnson in
spite of the record security
guard laid on for the Chid "K
ecutive's 2'j-hour visit to New
York City.
"If someone had wanted to
pel the President, he could have
done it," said a veteran plain
clothes policeman assigned to
Sunday's protective force.
"There is no way to stop a de
termined assassin."
The officer conceded, how
ever, that it would have been
difficult for a sniper armed
with a hiph-powered rifle to
have hit the President.
A phalanx of 35 motorcycle
policemen surrounded the
closed presidential car through
out the visit and the car itself
was followed a few feet away
by the "Queen Mary" an ar
mored convertible- with its roof
down manned by several Secret
Service men. including .lames
Rowley, chief of the federal
agency charged with the re
sponsibility of protecting the
President and his family.
Two police helicopters hov
ered over the presidential car
at an altitude of less than 30
feet.
"It was the oilier means of
assassination we were worried
about," the detective said.
"Someone could have tossed a
hand grenade under the car.
There is just too much to
watch."
The elaborate security ar
rancements for the presidential
trip started last week when it
was announced that Johnson
would come to New York to at
tend the funeral of Herbert H.
Ixhrnan. the former governor
who served two terms as a U.S.
senator.
At least one person was ar
rested for making threats
against the life of the President
last week.
Omar Padilla, a 19-vear-old
Cuban national, was taken into
custody on Saturday and held
in $25,000 bail for allegedly de
claring that he w as going to kill
the President during the visit.
The presidential plane landed
1 at a remote part of the Idlewild
I Airport on the flight from Wash
ington. Newsmen were permit
led to watch the plane taxi in.
hut thev were ordered into an
area surrounded by iron rail
ings that had been moved into
place. They were not allowed
to leave until the President had
entered his car.
For the 18-mile trip from the
airport to Temple Emanu-EI on
Fifth Avenue in mid-Manhattan
where the funeral for Lehman
was held, the security was just
as strict.
Policemen stood atop every
tall building for a two-mile ra
dius around the airport. Other
officers were stationed along
the highways at 50-yard inter
vals. They faced the thousands
of homes and apartment houses
along the route, scanning win
dows and rooftops for the glint
of a rifle barrel or the flash of
sunlight reflecting off a teles
copic sight.
Road Bids Reauesfed
In Lake Of Woods Area
The forest service has called
. for bids fo construction of a
trecrcation road in the Lake ef
tile Words area, and for surfac
ing to be placed on the Aspen
Point campground.
The project was announced re
cently by the office of the re
gional forester in Portland. Bids
w iM be opened in "Portland, en
Dec. la.
Interested bidders will have
an opportunity to see the job.
A show-me trip to be conducted
by forest officers will be held
on Wednesday, Dec. 11. Those
w ishing to view the area should
meet at Lake of the Woods
Ranger Station at 1 p.m.
The proposed road projects
are an extension and further de
velopment of the recreation fac
ilities at Lake of (he Woods.

I side of the lake, which serves
the campground, resort and air
pod areas. The surface rock
to he placed in the Aspen Point
campground is in preparation
for ultimate blacktop surfac
ing, forest officials explain.

Tlie motorcade traveled at
speeds up to 55 miles per hour.
All traffic traveling in the same
direction on the highways was
stopped at access roads, but
cars moving in the opposite di
rection were permitted to pass.
In Manhattan, all streets on
the route of the motorcade were
closed o(f 10 minutes before it
passed.
People living on west (will

their apartments. One resident
tried to go to the roof of his
apartment building to see the
President, but a policeman sta
tioned there ordered him back.
The presidential party had
been scheduled to travel back
to the airport immediately after

decided during the service,
however, that he wanted to stop
at the Waldorf-Astoria Hotel on
the way back and see former
President Herbert Hoover.
The snap decision gave the
security officers about 20 min
utes to set up protection at the
hotel. Policemen immediately
took up rooftop positions around
the hotel and BO officers began
a security inspection.
Johnson was inside the Wal
dorf for about 15 minutes.
The motorcade then sped to
Idlewild and the President was
airborne on (lie flight back to
Washington shortly after 2:30
p.m.
Capitol Picture Story
Comes Off The Presses

is described as "the lirst full
color picture story" of the U.S.
Capitol came off the presses a
few days ago and was an im
mediate best seller.
The last time I checked, or
ders for the book, published by
the Capitol Historical Society,
were coming in faster than it
could be printed.
Titled "W, the People," it is
part history and part guide
book. 1 thought the text and il
lustrations were excellent. This
does not mean, however, that
the book is perfect.
In my opinion, it would be
embrace not only the Capitol
but the adjacent congressional
office buildings.
For example, the photographs
include the first official por
trait ever made of the Senate
in action. One can only regret
that it does not offer, as a
companion piece, a color shot
flf the senators' private swim
ming pool in the Old Senate Of
fice Building.
The book tends to stress the
monumental or museum side of
its other role as a "living" in
stitution. It could have struck a belter
editorial balance had the cam
era recorded a couple of sena
tors in bikini-length togas in
dulging in aquatic sports.
I also feel that the book omit
ted several important features
in a cutaway drawing that lo
cates, for the benefit of tour
ists, some of the chief points of
interest.
It is so happens that my desk
in the House Press Gallery is
situated by a door that opens .
