U.S. Officials Predict
Troubles For Cambodia
WASHINGTON (UPlK- The
United Suites today wrote "fin
is" to an eight-year effort to
bolster Cambodia's 'neutralist
government with military and
economic help. It had no other
choice.
State Department officials
said note was en route to
Prince Norodom Sihanouk bow
ing to his demand for termina
tion of the $28 million-a-year aid
program and withdrawal of
American military and econom
ic missions.
More in sorrow than in anper
U.S. officials predicted dire dif
ficulties ahead for the 41-year-old
prince who has sought to
walk a tightrope between the
Communists and the West.
They expressed (ear that left
ist pressure, added to "unfound
ed" suspicions of the United
States, was pushing the strate
gic Southeast Asian country into
the Communist orbit.
The American note, officials
said, rejected Sihanouk's allega
tions that the United States was
supporting exile "free Cambod
ia" rebels plotting his over
throw. But it agreed to his re
quest for an end of programs
which since 1955 have given
Cambodia $365 million in U.S.
aid, including $95 million in mil
itary assistance.
Authorties here viewed Siha
nouk's actions with grave con
cern for Cambodia would be a
rich prize for Communist China
in its drive to gain the resourc
es of Southeast Asia. Red dom
ination of Cambodia would drive
a wedge between pro-Western
Thailand and South Viet Nam
and flank what is left of anti
Communist Laos.
Sihanouk must find some
source of aid to fill the vacuum
left by the end of American as
sistance, which has provided 40
per cent of the pay of his
armed forces, virtually all their
military equipment, and con
tributed substantially to the na
tion's economy.
Obvious and presumably ea
ger candidates to take off ihe
slack are Russia and Red China
both of which have been woo
ing Sihanouk witn io:iioerable
aid programs.
Russia Supplies Aims
Russia earlier this jcar sup
plied arms for the S.cA time-anti-aircraft
guns and other
equipment. The Kremlin also
has offered to build a $40 mil
lion hydroelectric dam and a
technical institute.
Chinese Communist assistance
has been even greater. Peking
has supplied Cambodia with
textile, cement, metal working
and other plants. Even the East
European satellites Czechoslo
vakia, Poland and Hungary
have contribuled some aid.

20 hunters in a valley near
here.
Royal Canadian Mounted Po
lice at Nelson, 125 miles away,
said they hoped tlie men had
been able to make their way to
rangers' cabins in the area.
The blizzard which struck
without warning Wednesday left
drifts of snow six feet deep.
The roads are impassable and
no rescue party will be able to
get to the stranded men for
some time.
A bulldozer rescued a num
ber of hunters who were hud
dled in the mow.

fighter crashed in North-central

border one week ago.
About 40 men took part in a
ground search Wednesday and
40 planes were involved in an
aerial search. An Air Force in
vestigation team reported it
found no evidence that Boucher
went down with his plane.

Catholic Commissions To Be Enlarged

Paul VI intervened today to ex
pedite the work of tlie Ecumen
ical Council by adding new
members to tlie key commis
sions which process documents
for council action.
The Pope's move was an
nounced at today's session by
Archbishop Pericle Felici, sec
retary general of the council.
He said the Pope1 acted in re
sponse to "requests from many
council fathers" and to make
the council commissions "work
more efficiently."
Felici said that by papal or
der all council commissions
will be expanded-to 30 mem
bers. At present most of them
have 25. Of tlie five new mem
bers of each commission, one
will be chosen by tlie Pope per
sonally and tlie other four will
be elected by the council fa
thers. National conferences of bish
ops were invited to submit
nominations for tlie new com
mission posts, with ballotlnj
scheduled tor next Thursday.
High council sources said tlie
net effect of the reshuffle will
be to give the liberal wing
much stronger representation
to the commissions.
The liberals now command
more than a two-thirds major
ity in the council on floor votes,
but they have hitherto felt that
many of their desires were be
ing frustrated or sidetracked by
some of tlie commissions, par
ticularly the theological com
mission headed hf Alfredo Car
dinal Ottaviani, leader of tlie
conservative bloc.
Tlie reshuffle of commissions
was described by a council
press spokesman as "a compro
mise" solution. Many of tlie lib'
eral fathers had wanted to oust
Ottaviani and other Curia con
servatives from commission
chairmanships, and elect brand
new commissions.
While he would not go that
far, Pope Paul did authorize
tlie expanded commissions to
elect new vice presidents and
secretaries. Tlie chairmen will
remain as before.
Earlier, the council voted to
allow tlie full substitution of
modern languages for Latin in
Catholic baptisms, weddings
and other sacraments.
The council also approved the
first tliree chapters of a docu
ment outlining a path tor Cath
olic unity as a basis for furtlier
discussion. The council did not
consider an additional chapter
which condemns anti-Semitism
and advocates unequivocal reli
gious freedom.
The approval of full use of
modern vernacular languages
instead of Latin in the sacra
ments was a significant exten
sion of a liturgical reform al
ready approved in principle. To
day's vote was the farthest the
church has ever gone in allow,
ing the replacement of Latin in
important church rites.
