Demo Senators Attack
Medical Care Measure

Democratic senators today at
tacked the Kerr -Mills medical
care program on its third an
niversary as "ineffective" in
meeting the health needs of the
nation's 18 million elder citizens
The highly critical majority
report issued by the Senate
health subcommittee on aging
said less than 1 per cent of the
country's elderly persons re
ceived aid under the program
and most recipients were sub
jected to "degrading" welfare
tests to become eligible.
The report was a frank effort
to push President Kennedy's
long-stalled plan for health care
for the aged financed through
Social Security. This measure
is in the House Ways & Means
Committee with no chance for
. action this year.
Challenged Majority Report
Three Republican members
of the Senate subcommittee
challenged the majority report's
conclusions that tho Kerr-Mills
program represented an "inef
fective and piecemeal" approach
to the problem,
'. They called the report a "pre
i mature judgment based on in-
adequate evidence." They also
accused the Kennedy adminis
j tration of deliberately failing to
implement Kerr-Mills. i

Kelson A. Rockefeller has hint
ed he might not back Sen.
Barry Goldwater if the Arizona
Republican wins the 1964 GOP
presidential nomination unless
some of the senator's views
change.
Rockefeller, who plans to an
nounce next month if he will
seek the GOP nomination, Sun
day coupled comments on Gold
water with sharp criticism of
President Kennedy's foreign
and domestic policies.
He spoke in a television in
terview on ABC's "Issues and
Answers."
Tho governor recalled that
Goldwater had said he would
refuse to run on a platform
such as the one adopted by the
GOP in 1960. This platform,
Rockefeller said, represented
tho "broad mainstream of the ,
Republican party."
In noting differences between
Goldwater's ideas and his own,
Rockefeller said the Arizona
senator is opposed to foreign
aid, regards tlie progressive in
come tax wilii distaste and
would like to "roll back social
gains," such as federal aid to
education.
In reply to a question, he de
clined to state directly that lie
would not support Goldwalor.
But Rockefeller said: "If lie
ran on a Republican platform
like the one in 1960, I would
support him."

"I'll participate in formation

regardless of what happens to

to Germany in only slightly
more than t hours last week.
As a result, the impression in
some quarters is that an entire
armored division with all or
most of its weapons and other
heavy equipment can be picked
up on short notice and flown to
Europe when a crisis develops.
This is far from accurate.
Equipment Poses Problem
"For example," one official
said, "the 16,000 men and their
light equipment altogether
weighed something like 1.500
tons, whereas .the 300 tanks of
an armored division alone
would weigh ten times; as much
roughly 15.000 tons, or 50 tons
each.
"An attempt to transport by
air across the Atlantic all the
heavy equipment of such a di
vision all the vehicles, artil
lery, ammunition, etc. would
stagger the imagination of any
present-day logistic command."
Tlie "big if" in Operation Big
Lift, tlie official added, was
that the feat was possible only
because the heavy equipment
had already been deployed, or
"pre-positioned" in military ter
minology. In Germany, this was done
during tlie Berlin crisis of 1061.

Other Misconceptions
Another misconception ap
pears to he that tlie aiflift cap
ability somehow improves de
fenses against all-out nuclear
attack. Such an idea is no
where in the Pentagon's calcu
lations, which conceded that it
would provide no effective de
fense against nuclear missiles.
Thus, a second "if" in Big
Lift is that it is effective only
for certain kinds of war, where
there is probably some strate
gic warning and the heavy
equipment either is not needed
or has been pre-positioned in
areas at least temporarily se
cure. This does not mean the oper-'
it ion lacks significance, U.S.
officials insisted. Prc-positioncd
tanks do not spend dollars as
troops would, and one division
on the scene might he said lo
have the inherent strength of
almost two if its manpower
could be doubled in 72 hours.
But tlie lift isn't everything.

Buddhist Suicides By Burning

burned himself to death in
flaming gasoline Sunday in the
seventh such suicide since the
dispute began last summer be
tween Buddhist leaders and
President Ngo Dinh Diem's gov
ernment. Buddhist sources said the
priest, 42-year-old Ho Dinh Van,
wrote a series of notes to Diem
and U. X. Secretary Gener
al Thant saying he planned to
kill himself to protest "the sup
pression of Buddhism" in this
nation where three-fourths of
the population is Buddhist.
An apparent error in timing,
however, prevented the seven
members of a U.N', observer
mission from seeing the priest
die. The group, sent here to in
vestigate the charges of religi
ous discrimination, was in an
other part of Saigon at the
time.
Van's death was watched by
a crowd of several hundred
persons, including many Bud
dhists who knelt and touched
their foreheads to the pavement
in prayer. The priest chose the
street in front of Saigon's Ro
man Catholic cathedral, where
Diem often worships, as his
place to die.
The first ritual suicide early
last summer, which brought
