WASHINGTON (UP1) - For

the event.

Price Last
Real Issue
WASHINGTON IUPD- Inte
rior Secretary Stewart L. Udall
said Tuesday that price was the
last real issue blocking agree
ment on the Canadian-U.S. Co
lumbia River treaty. He made
it clear that some hard bargain
ing was still to come.
"I wouldn't say we are close
to agreement, but our last ne
gotiations certainly went along
all right." Udall told a news
conference. .
Udall said there has been
"considerable progress" in U.S.
Canadian talks on changes Can
ada wanted in the nearly three-year-old
pact before it would be
presented to Parliament for rat
ification. He said "the only real ques
tion" was the price that Brit
ish Columbia would be paid for
benefits" the additional power
its share of the "downstream
benefits" the additional power
generated by U.S. dams be
cause of the operation of stor
age dams upstream in the Ca
nadian province.
When the treaty was signed
in January, 1961, plans called
for British Columbia's share of
the power to be used in Can
ada. But the provincial govern
ment pushed for selling the
power to the United States and
developing its own hydro re
sources. Udall avoided spelling out
what British Columbia is ask
ing and what the United States
is offering at present, but he
indicated the United States docs
not feel it has much leeway.
He said that in the price
talks, the U.S. government was
acting as a broker in the sale
of a large bloc of power over
a long period of time. He said
economic marketing ol such
power "isn't something that you
can juggle up and down.
Kennedy Plays Host To Irish Visitor
, WASHINGTON (UPD-Presi-dent
Kennedy was among his
own Tuesday night the Irish of
the Old and New World.
He pulled out all the Gaelic
stops for the state dinner in
honor of visiting Irish Prime
Minister and Mrs. Sean Lemass,
a sentimental return for his
fond visit to Ireland last June.
The President planned the
party, from the lilting Irish airs
tn the warm informal atmos
phere. He saw to it that the Air
Force Bagpipers, who played
the Irish tunes during dinner,
wore authentic Irish type kilts.
Associates said Kennedy's
eyes became misty as he lis
tened to the Irish airs.
"There was a little bit of Ire
land here tonight." said Mrs.
Lemass, looking lovely in a
silver brocade gown.
She predicted popularity in
her country for a new march,
"President Kennedy Welcomes
the Prime Minister of Ireland."
written for the occasion by S.
Sgt. Norval B. Jones of Spo
kane, Wash.
In his toast, Kennedy quipped
dbout his Irish ancestry and
"those who arc Irish on St.
Patrick's Day." In a more se
rious vein he said that Ireland,
though a small country, was
playing a "significant role on
the world stage."
Lemass raised his glass to
the pride that the Irish people
feel that Kennedy is one of
them. A place is assured fo,
the President in Irish and
American history, he said. -
He expressed the hope that
someday his host would answer
the command in the song,
"Come Back to Erin."
