Nelson said reports covering
44 reclamation reservoirs in the
Northwest indicated a total usable
storage content of more than 12,
400.000 acre feet on Oct. 1. Last
year at that time the usable slor
age content was 12.215.000 acre
feet.
"The storage holdover on s
number of projects assures nor
mal water deliveries on these
projects next year even though
streamflow may be less than nor
mal," Nelson said.
Normal irrigation water sup
plies were available on all areas
served by the reservoirs except
for the Wapinitia project and for
parts of the Umatilla project, both
in north-central Oregon.
Storage content of six reser
voirs Jackson Lake, Island
Park. Grassy Lake. Palisades,
American Falls and Lake Walcoft
on the upper Snake river in Idaho
and Wyoming was 1,789,000
acre feet Oct. 1. That's the
same as last year for this time.
For Anderson ranch, Arrowrock,
Lucky Peak and Lake Lowell on
the Boise River system in south
western Idaho the usable storage
content was 574,000 acre feet
64.000 more Ulan last year.
In the Owyhee Reservoir of
eastern Oregon the usable storage
was up at 242,000 acre feet from
173,000 last year. Usable storage
in Agency Valley and Warm
Springs reservoirs of eastern Ore
gon was 52,000 acre-feet compared
with only 2,000 a year ago. Bully
Creek reservoir, completed only
last summer, contained 4,000 acre
feet of storage water Oct. 1.

the Crooked River project in cen
tal Oregon is high, Nelson said.
On Oct. 1 Ochoco Reservoir con
tained 20,000 acre-feet and Prine-
ville reservoir 102,000.

of the Rogue River Basin project
of southwestern Oregon was 76.000
acre-feet Oct. 1. Nelson said this
assures adequate irrigation water
for the project next year even if

WASHINGTON (UPD - I had
n't realized until just this week
that 19U3 is the 50th anniversary
of the 1040 federal income tax
form.
The anniversary was called tol
my attention by Mortimer M.
Caplin, our friendly revenue com
missioner. at a press conference
where he unveiled the latest edi
tion of form 1040 the one that
will be used to collect this year's'
taxes.
As usual, Caplin was relentless
ly cheerful. If he were a dentist.
he undoubtedly would hang out
a sign reading "painless extrac-;
tions."
But on this occasion he also
seemed a bit wistful, and it oc
curred to me that perhaps his
feelings were Hurt because no
body has been celebrating the
anniversary.
No Offense Intended
If so, 1 would like to assure
him that no offense was intended.
The trouble is that we Ameri
cans have not had any experi
ence celebrating golden anniver
saries of tax forms. We don't
know how to go about it.
I have been racking my brain
trying to think of some approp
riate commemoration but nothing1
comes to mind.
Possibly one of us should com
pose a little tribute to form 1040,
calling it "fifty years of the in
come tax" or "where did all the
flowers go?"
As for I lie new 1040, there is
notlung much to report other
than to observe that it has once
again been "simplified."
Simplified Form
The first 1040, printed in 1913,
covered four pages, including in
structions. Since then it has been
simplified to the point where it
now comes in a package running
to about 40 pages.
There has been one major in
novation this year. The new 1040
package has a window. But don't
get yuur hopes up. It Isn't big
enough to jump out of.
The window was cut in the
front page so that the taxpayer's
name and address on the second
page would be visible.
In the course of introducing the
new 1040, Caplin presented some
statistics on tax collecting which
I found rather encouraging.
For example, his men caught
225 million mathematical errorslin 75 million cases would havelbencfiled the taxpayer.
